June 19, Alsu Safina). Irina Dyabilkina headed the Department of Architecture
and Urban Planning of Kazan. She previously held the position of the head of
the Office of Outdoor Advertising and Information of the city. Ilsur Metshin,
the Mayor of Kazan, informed about new appointments at the staff meeting.
“Irina
Dyabilkina came to the Office of Outdoor Advertising 10 years ago from the Main
Architectural and Planning Department. It was the most difficult time then. We
began to transform and legalize all the work on outdoor advertising in Kazan
within the framework of the law”, remembered the Mayor.
The head of
the city marked that the numbers speak for themselves: at the beginning of the
two-thousandths, 15 million rubles came to the city budget from all city
advertising, and the capital was filled with advertising structures. In 2006,
the department was created, in 2007, the first 200 million rubles were
allocated to the budget, and in 2012, the budget revenue from outdoor
advertising amounted to 1 billion rubles.
"Today,
there are about a thousand advertising structures left instead of 2600 ones,
and Kazan has acquired a completely new look”, said I. Metshin.
According
to the Mayor, the procedures of coordination were clearly written, and all the
conversions are conducted in a dialogue with the business. “Irina Dyabilkina
has done everything, in accordance with the legislation”, said I.
Metshin.
The Office
of Outdoor Advertising and Information was headed by Askar Bagautdinov, who was
deputy head of the department before that. As the Mayor noted, A. Bagautdinov
worked in the team of Irina Dyabilkina for over 10 years, from the first day of
transformations in the field of outdoor advertising of the city.
