The deputies of the RT State Council approved the report on the activities of the executive authorities of the RT

(KZN.RU, March 21). The twenty-sixth meeting of the State Council of the RT fifth convocation was held in Kazan. The main issue on the agenda was a report on the activities of the executive authorities of the RT. In total, the agenda contained 32 issues. Rustam Minnikhanov, the President of Tatarstan, Ildar Khalikov, the Prime Minister of the Republic, Mintimer Shaimiev, the State Councilor of the RT, Ilsur Metshin, the Mayor of Kazan, members of the Government and others attended the session.

I. Halikov spoke with the main report on the activities of the Government of the Republic.

“The external economic situation last year remained rather complicated, which was caused by geopolitical tensions”, said the Prime Minister of the RT. He also marked that the activities of the Tatarstan Government in 2016 were aimed at solving the main tasks, defined in the Strategy of Social and Economic Development of the Republic until 2030. Last year, all 45 municipal strategies were adopted, and the sectoral ministries approved their long-term plans.

I. Halikov noted that Tatarstan still remains the region-leader on the main macroeconomic indicators. The republic takes the sixth place among the subjects of the Russian Federation in terms of gross regional product, in agriculture and the volume of investments in fixed assets - the third place, in industrial production and construction - the fifth place. Over the past years, Tatarstan has been consistently ranked among the most attractive regions for investment, taking the first place for two consecutive years according to the results of the National Rating of the Investment Climate of the Regions of the Russian Federation, developed by the ANO “Agency for Strategic Initiatives for Promotion of New Projects”.

At the end of 2016, the growth rate of the gross regional product of the republic was 102.5% to the level of 2015. The volume of gross regional product in 2016 reached 1944.1 billion rubles. Industry, agriculture, and construction had a positive impact on general economic dynamics.

Positive dynamics of industrial production remained in the past year, while the acceleration of growth rates was observed in relation to previous years. At the end of 2016, the industrial production index was 103.5% to the level of 2015, the volume of shipped products - 1966.5 billion rubles. I. Halikov called the launch of a delayed coking plant at the TANEKO a significant event of last year. “This allowed us to reach “zero fuel oil” and achieve maximum oil refining among the first in the country”, he said. The first in the country gas chemical complex “Ammonium” was opened. The issue of five new polyethylene grades was launched at “Nizhnekamskneftekhim”. Ildar Halikov outlined the introduction to the TANEKO of new facilities for deep oil refining, the construction of a new ethylene production facility, and the implementation of the project “Ammonium-2” as priority tasks.

The Prime Minister of the RT reported that last year 2406.5 thousand square meters of housing was put in operation, as in 2015. 2016 was successful for agriculture: the volume of agricultural products amounted to 238.6 billion rubles, or 105% at comparable prices to the level of 2015.

I. Halikov noted that last year 55.853 people were born in Tatarstan, and the natural increase in the population was 11 thousand people.

Also, the main indicators of the work of executive authorities in terms of institutional factors were presented in the report of the Government of the RT: human capital, spatial development and real capital, markets, entrepreneurship, innovations and information, natural resources, financial capital and investments, etc.

Summing up the discussion, F. Mukhametshin, the chairman of the Tatarstan State Council, noted that the serious work preceded the consideration of the report, the final collegia of the ministries and departments of the republic have passed. “We are implementing the most important control authority of the parliament in relation to the executive branch of power in the republic through the annual report of the Government”, the press service of the Tatarstan State Council quotes F. In addition, the deputies discussed other issues within the framework of the meeting. In particular, the projects of republican laws, federal bills and legislative initiatives of legislative assemblies of the Russian Federation subjects.
