Ilsur Metshin: “We’ve never played so many nonstationary objects at the auctions”

(KZN.RU, February 20, Alsu Safina). It is necessary to place the nonstationary trading objects in Kazan in accordance with the law and in compliance with the interests of the citizens, and the objects themselves must fit into the architectural appearance of the city, said Ilsur Metshin, the Mayor of Tatarstan’s capital, today at the Business Monday.

Ivan Kuznetsov, the deputy head of the Kazan Executive Committee for Economic Development, reported that the new layout of nonstationary trade objects is developed, in which 883 plots of 16 profiles included. He said that the right to place 539 objects will be put up for auction. It is planned to hold the first auction in April. Entrepreneurs claim another 344 plots on the basis of lease contracts, which were in force until March 2015. Despite the fact that federal law abolished the concept of pre-emptive rights, the Executive Committee of Kazan and the republic's government supported the conscientious market players: they can acquire the right to locate the object without the participation in the auction at the initial price.

According to the Mayor, the scheme was the result of a long collaboration the of Department of Architecture and Urban Development, Committee for Economic Development and the consumer market, district administrations, together with the business community of Kazan. “The city is developing, and the scheme could not exist in the same format”, said Ilsur Metshin. “The long way has been passed since that moment as 6 years ago we started restoring order in the placement of small retail network objects for the first time. Then the vast majority of the objects were installed illegally, on the networks, the red lines. More than one thousand sites have already been dismantled”.

According to I. Metshin, it should be based on a number of criteria for the placement of nonstationary trade objects. “The first one: the rules should be the same for everyone. The second: all should be done by the law”, said the Mayor. “The third: this work is done in the interest of citizens, therefore it is necessary to consider the complaint that came in the “People's control”, the public reception of the Executive Committee and the City Hall of the city, a personal appointment with deputies and heads of districts in the last five years”.

The Mayor paid special attention to the architectural appearance of nonstationary trade objects. So, I. Kuznetsov said that the list of previously approved by the Executive Committee model projects will be supplemented this year. In December last year, the Department of Architecture announced a contest of nonstationary object projects, by the results of which the jury chose new versions of projects. They will be approved by the Executive Committee Resolution as a model. Entrepreneurs can also build an individual designed facility, coordinating it with the chief architect of Kazan.

I. Metshin noted that the objects must fit into the architectural appearance of a particular street and district. “Pictures are always beautiful, when they bring house projects. And when they begin to implement it, the front tile does not have the color or something else”, said the Mayor. “It’s good, that we attracted different architects, held a public discussion, and entrepreneurs have the choice of palette. Affirm those decisions, which can then be implemented and will look better than in the picture”.

I. Metshin also noted that there will be a lot of work in conducting the bidding. “We have never played more than 500 objects in previous years”, he said.

I. Kuznetsov added that the new scheme of objects will be presented for discussion with entrepreneurs prior to the sale, by analogy with the seasonal trade. “We have planned a series of roundtables with entrepreneurs at four sites, where we are presenting the scheme, the procedure and conditions of the bidding”, said the deputy head of the Executive Committee on the Economic Development.

The Mayor marked the importance of feedback from entrepreneurs. “Entrepreneurs need to “see” themselves in this scheme, you should hear the last wishes before the auction and comments and discuss all issues with the public”, said I. Metshin.
