I. Metshin: “As long as the borders are not defined, the entire construction is frozen!”
(KZN.RU, February 13). Ilsur Metshin, the Mayor of Kazan, commissioned to provide assistance to professionals of the Ministry of Culture of the RT in the work, concerning the boundaries of the historic center, at today's Business Monday. Without the adoption of this document, the city cannot start issue of construction permits.
As was noted today by Nail Galeev, the head of city planning permissions management, Kazan was recognized as a historic settlement of regional significance in accordance with the Decree of the Cabinet of Ministers of the RT. The Ministry of Culture was requested to approve the subject of security and borders of the historic center of the city, which are subject to special protection, until December 1, 2016. However, the document has not yet been adopted. A change in the Federal Law №73 from 25.06.2002 “On Cultural Heritage”, which entered into force on January 1, 2017, requires any capital construction objects in the historic settlements to coordinate with the Ministry of Culture of the subject. And now, as a result of the collision, a “special” protection mode is automatically extended to the entire Kazan, facades projects of every object literally, including individual housing construction, within the boundaries of the city are to be sent to the Ministry of Culture to prepare a report. As a result, the period of approvals increased from 7 to 30 days.
“A construction permit cannot be issued until the Ministry issues the conclusion. In addition to the increase in terms, it creates the negative of citizens, wishing to build individual housing construction”, said N. Galeev. According to him, the management has not issued any permits for construction since the beginning of this year for this reason.
“No one questions the necessity of the document. It preserves the historical heritage of our city. But while borders are not defined, we have to freeze all construction”, said the Mayor and noted the need to provide any necessary assistance to the Ministry of Culture to speed up the process.
