January 30, Alsu Safina). Ilsur Metshin, the Mayor of Kazan, said today at the
Business Monday that the subject of deceived co-investors is under direct
control of the city and republican authorities, and expressed the hope that
this situation will not happen again after the introduction of criminal
liability for fraud co-investors.
“We relaxed
in 2012, after spending a lot of work on unfinished projects. It seemed this is
the story that will never repeat. But the market situation brought about
changes: we are again in the face of this problem, together with colleagues
from the Government of the republic”, said the Mayor on the staff meeting. He
marked that the President of Tatarstan pays great attention to the subject of
defrauded co-investors. This question is constantly monitored, meetings with
co- investors are regularly held. “Despite enormous efforts, we are moving not
as fast as we would like”, said Ilsur Metshin. “But we do not stand still: 6
houses were put into operation, and two houses will be put in the near future.
One cannot heal everyone with the same tablet, so we are looking for a personal
solution for every house”.
Azat
Nigmatzyanov, the first deputy head of the city's Executive Committee on urban
policy, said that there were 28 problematic objects in Kazan in January 2015.
During this time, they managed to put into operation 6 residential houses on
1026 apartments from the beginning of the work of the staff, created to solve
the problem on behalf of Rustam Minnikhanov, the President of Tatarstan.
“Construction and installation work was completed on two houses today, and
commissioning is planned in the near future”, said the speaker. “It's a house
in the quarter №5 №71A for 427 apartments (the developer is the OOO “Firm
“Sway”). Also, the work is completed on a residential house on the street
Chetaev for 128 apartments (ZAO “Vektr”).
The first
deputy head of the Executive Committee on urban policy also acquainted with the
situation with other distressed houses. 5 houses on 1230 apartments remained of
the company's facilities “Firm “Sway”. Azat Nigmatzyanov said that previously
developed project documentation is in line with current technical and urban
planning standards today for the completion of the 309-apartment building at
the intersection of street Chistopolskaya and Amirhan Prospect in the quarter
and 68 and 136-apartment house №4 in the quarter 71A (street Chetaev). The
State Examination of the RT prepares to issue a positive opinion. Comprehensive
survey of residential building in the quarter 68 showed that a violation of
technology at work and long lay-up without preservation led to the fact that
the facade design are to be complete dismantling.
The previously
developed project documentation for the 373-apartment residential house on the
street Dostoevsky, 57 adjusted in accordance with the regulations and submitted
to the State Examination of the RT.
It was
revealed at the 252-apartment 9-storey building №3 in the RC “Zolotaya
Seredina” that the geological surveys were carried out by the developer, are
fictitious. The Kazan Executive Committee identified the contracting
organization for conducting geological work, the results of which will help to
further complete the work on the design of the house with receiving the
conclusion of the State Expertise, said A. Nigmatzyanov.
At, the
Arbitration Court of the RT made a decision on the recognition of 160-apartment
residential building in the quarter №6 №71a, where 19 floors constructed
instead of 9, as an unauthorized construction and bringing it into line with
the issued building permit. “The court's decision is challenged by
representatives of the OOO “Firm “Sway”, said the speaker.
As for the
objects of the CG “Fon”, it is 17 houses on 4848 apartments. 5 houses are the
RC “MChS”, 4 houses – the RC “Molodezhny”, 6 houses – RC “Symphony”, one house
– the OOO “Tsaritsinsky Bugor” and one in the RC “Solnechny Gorod”. A.
Nigmatzyanov reminded that permission to commissioning was obtained in RC
“MChS” in three entrances of the apartment building №1, which allowed 78
families move in the long-awaited apartment.
The RC
“Breeze” will build houses number 5, 6 and 7 in the residential complex
“Symphony”. Construction work is not carried out at three houses in this
complex: №1, 3 and 4.
Soon, it is
scheduled to begin construction and installation work on the house on the
street Fucik and house №3 of the RC “Molodezhny”. Work on the block section №4
for 115 apartments on the street Urmanche of the RC “Solnechny Gorod” renewed
by attracting investors - holders of non-residential premises.
Azat
Nigmatzyanov drew attention to the fact that the city offered to bring network
organizations (“Network Company”, “Generation Company”) for the construction of
engineering networks to problem complexes at the recent meeting on solving the
problems of defrauded co-investors. The President of Tatarstan instructed to
consider the proposal, said A. Nigmatzyanov. “The efforts of the national and
municipal authorities and the complex of measures were taken to address the
“deceived co-investors” allowed to move the issue forward. To enable the
completion of facilities, we need a large amount of funding, and we ask the law
enforcement agencies, and the Central Investigation Department of the
Investigative Committee to complete the search for assets of the “Fon” and the
‘Svey”, said the speaker.
The Mayor
of Kazan said that the law, which has introduced criminal liability for
deceived co-investors in the construction of new apartment buildings, was
signed last year at the federal level. “We had to do it 10 years ago. We hope
that this problem will decrease significantly. God grant that the concept of
defrauded co-investors would disappear once and for all”, said Ilsur Metshin.
According
to Ilsur Metshin, the Tatarstan President's decree, which allows providing land
without bidding investors involved in solving the problems of defrauded
investors, has become a great help in solving the problem. The city allocates
land plot of 1.5 hectares on the street Serov in the framework of the
implementation of the decree. “It is a necessary tool. But Kazan has not enough
land to solve the whole problem”, said the Mayor, adding that it is necessary
to use all existing mechanisms. “We will work to address this issue
systematically and step by step will put houses in operation”, concluded the
Mayor.
