December 14, Alsu Safina). Local urban planning regulations were adopted in
Kazan. The decision was made by deputies at the XII session of the Kazan City
Duma in the City Hall and enters into force on July 1, 2017.
Ilsur
Metshin, the Mayor of Kazan, said that there is no town-planning document in
any city that combines all aspects of city life, including the development of
social, engineering and transport infrastructure, natural and recreational
complex, the requirements for the development of low-rise buildings in the
conditions of the city, creating a barrier-free environment for people with
limited mobility.
“It really
is a unique document, which will determine the rules and norms of urban
development in our city for many years”, said I. Metshin. “It is particularly
important that the local regulations are socio-directional, all indicators,
incorporated in them, are calculated with reference to our city”. This document
does not only affect the activities of executive bodies of Kazan, but also the
activities of the ministries of Tatarstan, network and other organizations.
As told
Vladimir Fomin, the head of Architecture and Urban Planning Department, the
document establishes estimates of the minimum security level of local
significance objects, and the maximum allowable level of territorial
availability of such facilities for the residents of the city. Indicators are
set for the objects of social, transport and engineering infrastructure.
“This is
the main document that regulates urban development activities in the territory
of Kazan to create a comfortable urban environment, primarily for the
population”, said V. Fomin. “The project of the General Plan, the Rules of construction
and land use are developed on the basis of it, this document also applies to
detailed design”.
According
to the head of the local regulations, the local norms are a document to the
authorities that enables to monitor the development of the construction and
project documentation, and residents and public organizations allows evaluating
the discussed projects for the subject support for a planned development of the
territory during the public hearings.
V. Fomin said
that the additional section is designed in the document, not covered by the
Urban Planning Code of the Russian Federation. It is dedicated to the natural
and recreational complex, the requirements for the organization of individual
residential construction, a barrier-free environment for people with limited
mobility and organization of the garden partnership.
The speaker
noted that the composition of the local regulations project includes
requirements, based on a new approach to the regulation of urban development,
in contrast to most of the documents, terminology and operating indicators, which
are bad applicable in the market economy. “This is especially true for housing,
against which more transparent approach established in the draft document: all
calculated figures are tied to construction density and not to the population
density”, said V. Fomin.
Requirements
for functional and planning organization of territory displayed in a separate
section, in which 4 levels of functional planning elements are marked with a
focus on residential areas: residential district, residential area, residential
block and a spot for the placement of a house.
In order to
ensure the city's population with affordable housing and encouraging the
development of areas with low efficiency of using, the additional factors are
set, which allowing to increase the building density of 20% for housing under
the program of social mortgage, as well as the reorganization of the territory
under the need of demolition of capital construction.
Also part
of the local regulations project provides detailed requirements for the
development of transport infrastructure. New adapted classification of the road
network of the city, including the streets and roads citywide (1st and 2nd
class), district and local value, has been proposed. A detailed set of
parameters, corresponding to all applicable federal technical regulations, was
established for each category.
The need
for the development and approval of the local regulations project of urban planning
is due to the requirement of the Town Planning Code of the Russian Federation.
V. Fomin said that the document was posted on the official website of the Kazan
local governments for two months prior to its approval. During this time, 82
proposals for revision of the project were received from designers and
developers.
Ilsur
Metshin thanked all those who participated in the discussion of the local
regulations project. He agreed with the deputies about the fact that the
document needs testing and linkage to the project of Kazan General Plan and
Rules of Land Use and Construction, which are currently being developed. “I ask
the Executive Committee to continue its work and try to take into account all
possible risks that we face in further building our capital. We must also take
into account the direction of development, which is incorporated in the
Strategy-2030”, said the Mayor.
