December 12). Ilsur Metshin, the Mayor of Kazan, urged to continue the work on
identifying and demolishing illegally constructed objects in the sphere of the
consumer market in 2017 at today's Business Monday. The Mayor noted that the
business environment should be transparent and equal for all economic subjects.
The investment and tourist attractiveness of the city, in particular, depends
on this.
Ivan
Kuznetsov, the deputy head of the Executive Committee for Economic Development
of Kazan, reported results for the city cleaning program of the illegally
constructed commercial facilities in 2016.
According
to him, Kazan showed a qualitative leap for the eradication of illegal business
activities this year. A complete inventory of all available enforcement
proceedings in respect of the consumer market facilities was conducted last
spring, mainly capital, recognized by a court as an unauthorized construction,
and a list of 70 buildings to be demolished in the first place was made. In
total for the year, police officers were able to close 102 of the executive
production thanks to coordinated work of all city agencies and departments of
the federal authorities.

Kuznetsov also said that, if the owner is willing to execute the judgment by
himself, the budget does not bear the financial costs. “I want to note that the
funds, allocated from the budget for the forced demolition of facilities, will
be levied by the courts”, said the speaker. In 2016 15 million rubles were
allocated for these purposes from the city treasury.
“Along with
Moscow, St. Petersburg and Sochi, unauthorized trade in other cities of the
Volga region is a headache of the municipal level. This is a large hard work,
and it started in Kazan under a hail of criticism. When the Executive Committee
has begun this work, many entrepreneurs have tried to counteract the impudence,
called television, newspapers, attracted attention. Screaming that city
officials ruin business, in fact it is them who ruin city by illegal
connections to water and electricity, trading alcohol, where it is not allowed,
breaking the peace of citizens”, said the Mayor.
Now,
according to the Mayor, the situation in Kazan has stabilized, thanks largely
to the support at the national and federal levels. “Now, this work is carried
out in a peaceful legal field. I want to thank colleagues from the federal
government structures that systematically worked with us, the city prosecutor's
office, Ministry of Interior, the court bailiffs. Rustam Minnikhanov, the
President of Tatarstan, which is rigidly supported our position in the
interests of residents and members of the business, was with us from the
beginning to the present day. This work will continue in a systematic way”,
said the Mayor.
