R. Minnikhanov got acquainted with the proposals for building in the historical center of Kazan

(KZN.RU, December 6). Rustam Minnikhanov, the President of Tatarstan, got acquainted today with the proposals for the development of areas in the historical center of Kazan. Ilsur Metshin, the Mayor of Kazan, Irek Faizullin, the minister of Construction, Architecture and Utilities of the RT, Airat Sibagatullin, the minister of Culture, Asgat Safarov, the head of the Office of the President, Olesya Baltusova, the assistant of the President of the RT, Tatiana Prokofieva, the chief architect of Kazan, and others also took participation in the inspection.

The first project to consider was the version to build the hill in area of streets Kalinin - Tihomirnov - Vishnevsky, which is historically known as the “Third Mountain”. The development company “Arcada” presented a draft of a residential high-rise complex with office premises. German Bakulin, an architect, reported on three cases, discussed in town-planning council at the main architect, which have not been agreed upon. R. Minnikhanov did not support the idea as well.

“I admit, and everyone here must admit that ill-considered decision on construction in the center took place, and we should not repeat these mistakes”, said the President. “We insist that the recommendations for the conservation of historic buildings in the city center must be respected, especially wood-made ones”. The designers were asked to consider other options for the construction, to work through ideas at the project seminar with various architectural Kazan bureaus.

The second was the object of cultural heritage of republican values: “House of Mikhlyaev (Dryablov)”, the end of XVII - beginning of XVIII centuries (Str. M. Dzhalilya, 19). The object is adjacent to the Saints Peter and Paul Cathedral. The “House of Mikhlyaev” is the only surviving building of civil architecture of the Petrine time in Tatarstan. Presumably, the Russian Emperor Peter I stayed here in transit in 1722.

In 2015, 56 million rubles were allocated for emergency response work in the building on behalf of the President of Tatarstan. One of the object’s problems was ground motions of the Kremlin hill, deformation of walls, cracks.

R. Minnikhanov was reported that for today, work to strengthen the subgrade made, injecting strengthen walls made, retaining walls in the form of piles created, the power frame is equipped, temporary roof installed. In the future, a social or cultural object will be located in the “House of Mikhlyaev”. The institute “Tatinvestgrazhdanproekt” was instructed to draft the restoration of the whole building.

The third option was the construction of a residential complex with facilities for public use on the Podluzhnaya Street. The developer of the project presented three options of varying altitude. R. Minnikhanov suggested considering the option of two-three-story building as the core. According to him, the Podluzhnaya Street today is the territory, where high-rise construction is not expected, and it is important to keep the look of the street with a slight increase in the side of the hill. In addition, the new Kazan protection zones project provides low-rise regulations in this area, reports the press-service of the President of the RT.
