November 14, Alsu Safina). The Bureau of Strategic transport planning will be
created in Kazan for the implementation of the new transport model, the
development of which has recently been completed by the NI&PI General Plan
of Moscow. Vladimir Fomin, the head of the Architecture and Urban Planning of
the Executive Committee, said this today at the Business Monday.
According
to Ilsur Metshin, the Mayor of Kazan, the question of the organization of the
transport planning bureau needs careful consideration. “The city is definitely
in need of structure that would deal with the strategic development of
transport infrastructure, learning the advanced world experience, attracting
the world's experts, the best Russian specialists”, said the Mayor.
Vladimir
Fomin told that such transport bureau established in many European cities:
Munich, Vienna, Milan and others, and have proven its effective.
The aim of
the new structure will be a comprehensive approach and strategic development in
terms of transport provision of important urban areas and objects, including
new public spaces, as well as rendering traffic and pedestrian flows during
important public events and projects for change in urban areas.
The Bureau
will develop citywide strategic and spatial planning documents, as well as the
local master plans of territories, together with the architectural and planning
departments of the municipality. The special software will systematically
analyze the entire data complex.
The head of
the department drew attention to the fact that most of the conditions, which
are necessary for the creation of offices, are already exist in Kazan: the
interaction between the structures of the Executive Committee, with other
ministries and departments; the ATCS monitors the traffic situation as well as
the collection, analysis and storage of data from cameras and sensors that can
be used in the construction and renovation of urban transport model; sensors,
installed in trams, and information from validators of transport cards allow to
analyze passenger flows.
Vladimir
Fomin gave examples of the use of transport modeling in practice. For example,
the simulation proved unreasonableness to “cut” the Gorkinsko-Ometevsky forest
by a new road, which was offered previously.
“Nothing is
more important for the future of the city as a well-researched General Plan and
transport infrastructure; it is the blood vessels of the living organism called
Kazan. Of course, this needs to be addressed objectively, systematically and
professionally”, concluded the Mayor.
