KZN.RU, 4 July). It is impossible to provide engineering infrastructure and
roads of land for large families only by municipality and republic forces. It is
possible to solve this problem only with the support of the federal government,
the Mayor of Kazan Ilsur Metshin said today at the Business Monday, the more
that this problem is relevant to other regions of Russia.
Construction
of roads, lying of pipeline and sewage, supply of electricity are a very heavy
burden for the municipality and a very difficult issue for the national budget,
Chairman of the Committee of Land and Property Relations Renat Galyautdinov noted
in his report. In turn, the Mayor said that the problem is also relevant for
other regions of Russia. "We are not going to lie – there is no solution
yet. The municipality even with the republic and funds of the owners will not
be able to solve this problem without the participation of the federal
government, - I. Metshin said. - This problem is a headache not only for Kazan
and Tatarstan, but also for all who are involved in the implementation of this
decree, so let's hope that a solution is not far off,"- I. Metshin said.
The Mayor
also noted that in spite of that Kazan is not just marking time - for example,
in the territory of Vysokogorsky district a program of integrated development
of municipal infrastructure is approved, and there building of the first houses
have already started.
In his
report R.Galyautdinov noted increase in the number of those who waiting: in
February 2012 1158 families were in the lists of citizens for free land, today there
are 8358 families. "Over the past year the number of large families has
increased by a third in Kazan. Monthly district administrations record and put
on the account from 100 to 120 families with many children,"- he said.
"Our
baby boom in some degree complicates the question of distribution of land plots
to large families, and it is perhaps the only case in which we are pleased with
complications. A simple example: since the start of the program over 4 years, number
of families in a waiting list has increased by 8 times, simply because the
number of large families grow at such a pace. We will do everything to ensure
that they were provided with land", - I. Metshin said and recalled the
difficulties, with which program to support large families started because of
the shortage of land, but with the help of Tatarstan President Rustam
Minnikhanov, other municipalities and land owners, a solution was found.
"To date 164 hectares of land are already allocated – it is a huge figure.
Thanks to federal lawmakers Russian government decided that federal lands will enter
in the implementation of these decrees. Although the mechanism of implementation
takes time, we managed to achieve good results".
