Kazan tariffs for housing and communal services are one of the lowest in Russia

(Kazan City KZN.RU, June 20, Kseniya Shvetsova). Since July 1 the rates for services in the sphere of housing and communal services will be changed. Even after changes Kazan residents will pay for utility services less than in many other cities over one million and less than residents of other cities in the Republic of Tatarstan.  Mayor of Kazan Ilsur Metshin stressed that the increase in tariffs is normal practice for the ongoing work of utility companies, and noted that Kazan has to differ not only by low-cost housing and communal services, but also by their high quality, at the Business Monday in the Executive Committee.

According to the Chairman of the Committee of housing and communal services Iskander Giniyatullin, State Committee of the Republic of Tatarstan on tariffs explains changes in the cost of utility tariffs by the increase in the cost of the resource itself, the fuel component in the first place, as well as rising prices for materials used in the maintenance and repair of utility equipment. "In general, accept of the changes will increase the payment for 1, 2 and 3-bedroom apartment types at 98, 163 and 251 rubles per month respectively. This calculation is adopted according to the standards of consumption of public services, and in the presence of individual metering the actual charging may differ from the standards in one direction or another depending on the consumption", - I.Giniyatullin reported. He noted that in Russia the fee for a set of housing and communal services is one of the lowest in Kazan - only in Nizhny Novgorod it is lower.

Kazan Mayor also stressed that the establishment of tariffs for housing services is in charge of federal agencies: the public utility services are provided by natural monopolies, so their pricing is regulated by the public authorities - the Federal Service on Tariffs and Tariff Committee of RT. He instructed to organize the work in the housing sector at the highest level. "Rising of rates is always a painful question. As it is known, this issue is regulated by the Federal Tariff Service. We, in turn, can influence the establishment of fees for maintenance and repair, but not for all owners, - I. Metshin said. - It is important that people understand where their money go, there must be transparency in service. We need to work in a dialogue with the population, to respond to every call, to each complaint. We have to differ by the quality of services, so that people have seen the growth of living standards". Recall that the cost of a set of housing services will increase by 2% from 1 July.

I.Giniyatullin said that the state provides social support of needy citizens: Social Security agencies provide benefits to compensate utilities expenses if the costs are higher than 21% of the total family income. He also emphasized that the apartment owners are required to determine the list of activities for maintenance of common property of their houses, to set the amount of payment for their implementation.
