(Kazan City
KZN.RU, June 14). Inventory of water protection zones in Kazan id a necessary
step in bringing order to the coastal areas. Such an opinion was expressed by
the Mayor of Kazan Ilsur Metshin at today's staff meeting, one of the themes of
which municipal control of land within the boundaries of water protection zones
of the city became.
Chairman of
Land and Property Relations Committee of Kazan Renat Galyautdinov reported on
the activities carried out by the oversight. Since 2014 913 plots of land were
checked, on which 281 infringements were revealed. The most common violations
include unauthorized occupation of the coastal strip with the installation of
fences, installation of moorings without registration of the relevant
contracts.
Since the
number of water bodies is not placed on the cadastral registration, it is
impossible to determine their boundaries, which is a problem in conducting of oversight
activities, R.Galyautdinov explained. "The consequence of the lack of
cadastral registration is an unauthorized use of the coastal strips,
non-compliance with the 20-meter band of public use", - he said. To bring
the water protection zones of water bodies to the standards the action plan,
approved by the Prime Minister of Tatarstan Ildar Khalikov, was developed.
"It assumed
the aerial shooting of the coastline of the Kuibyshev Reservoir, laser
scanning of surfaces, preparation of cartographic material with exact
coordinates of coastline, objects of construction and land borders within the
foreshore", - R.Galyautdinov announced the next plans. He added that the working
group to conduct field surveys includes representatives of the municipality. Chairman
of the Committee explained that the implementation of this plan will help to define
the boundary violations of water protection zones more accurately, to
strengthen control of the territory and to achieve the conservation of natural
resources.
Mayor of
Kazan said that the work to restore order in the areas along the borders of
water bodies will be continued in cooperation with all relevant departments and
ministries.
"The
banks, embankments, water protection areas should be equally accessible to the
entire population of our city - I. Metshin said. - Work started on the
instructions of the President of the Republic of Tatarstan. We will conduct
this work purposefully, systematically, in the interests of residents. The law
must be complied with all, regardless of the height of the fence and the means spent
by the owners in these areas".
