violations in the field of participatory construction. Illegal rising of funds
of citizens is now punishable by 5 years in prison, head of the Housing Policy
Department of the Executive Committee Marcel Abdulhakov said today at Business Monday
and expressed confidence that this factor will affect the reduction in the
number of violations in this area. In turn, Mayor of Kazan Ilsur Metshin
instructed together with the prosecutor's office to develop a quality mark for
reliable builders to help citizens in the selection of reliable partners to
share construction.
"The
economy is changing so rapidly that within a year the situation may get worse,
so it is important expert opinion on this issue. We will find a legal form to
let people know that this or that construction is carried out without any
problems, so that was a mark of quality from the Executive Committee and the
prosecutor's office", - the Mayor said.
In his
report M.Abdulhakov reminded that today in conjunction with the Ministry of
Construction, Management of State Construction Inspection and prosecutors of Kazan
over 77 developers, which carry out building of more than 171 objects in the
city are under control. This is more than 30 thousands of apartments, for which
16738 contracts are concluded equity totaling more than 58 billion rubles.
In 2015 in
Kazan against 35 developers regulations and acts of checks that aim to law
enforcement agencies were made, 15 firms were brought to administrative
responsibility. For the current year inspections of 20 construction companies are
scheduled. As M.Abdulhakov said, inspection of a construction company cannot be
held more than 1 time in 3 years. However, in his opinion, conscientious
company interested in obtaining the quality mark, will agree to have its work
checked once a year.
At the
beginning of this year from 82 distressed houses, that was are under special
control of the Government of the Russian Federation and the permanent
inter-ministerial committee to monitor the progress of construction since 2007,
only 6 houses remained, 2 of which were commissioned: 276-apartment house on
the corner of at. Krasnokokshayskaya and G.Barudi, developer OOO
"ITC", and the 146-apartment house at the intersection of st.
Bekhterev and Kosmodemyanskaya, developer OOO "Company Sway". The 128-apartment
house on the street Chetaev is in the high degree of readiness. Previously it
was built by the developer "Elite Stroy", and the investor JSC
"Vectra" was attracted in 2013.
Along with
the solving of old problems new appear. Among them reporter called houses under
construction of companies "Fon" and "Sway". "As a result

working to identify the assets, proceeds from the sale of which will be spent
on completion of construction of houses.
Mayor of
Kazan once again urged residents to be careful and follow the recommendations
of the Executive Committee if they wish to take part in joint construction. He
also noted that every problem situation is under special control of the
President of the Republic of Tatarstan Rustam Minnikhanov, and solved together
with all authorities. "We appreciate every 170 houses built using funds
from co-investors. But, as I have said many times, there is no one pill for all
problems, - I. Metshin said. - I am sympathetic to the emotional state of the
real estate investors, who contributed to the construction their hard-earned
