KZN.RU, May 10, Anton Nozdrin). The proportion of rejected applications of
municipal customers for electronic auctions has decreased from 17.5% to 8.2%
after the new procurement management regulations to ensure the city's municipal
needs. Director of the Directorate for Competition Policy and Procurement
Gregory Kharitonov reported on the work to streamline and improve procurement of
Kazan municipal customers today at the Business Monday in the City Hall.
According
to him, a number of organizational, methodological and information tools is introduced
or in the stage of implementation. "Directorate developed and approved the
rules of procurement management for municipal needs of the city, which define
the procedures and terms of interaction between the participants, the procurement
process at all stages of its life cycle," - G.Haritonov said. Within the
framework of the regulations typical user's description of the characteristics
of the purchase facility is developed, which clearly spells out uniform
interpretation of symbols of performance characteristics specified in customers,
suppliers, contractors, performers. The measure, according to G.Haritonov,
already brought a number of positive aspects, including a reduction in the
number of substantiated complaints and increase of understanding of the
procurement process by participants. G.Haritonov said that until the approval
of the regulations on electronic auctions proportion of rejected applications
was 17.5%. Following regulatory approval deviations share dropped to 8.2%.
G.Haritonov
also said that a draft of model provisions on procurement is already developed.
Head of the Directorate for Competition Policy and Procurement stated that the
need to develop is due to a number of factors affecting the efficiency and
transparency of the procurement process. In addition, the project will allow the
control of the flow of the city budget.
The work on
informatization of the procurement process was carried out to improve the
system. The speaker said that it automates to generate all the necessary forms
and documents at all stages of the procurement process. The head of the
institution also said that thanks to integration with unified information
system duplication of data and the impact of human factors on the purchase
eliminate.
According
G.Haritonov, the implementation of these instruments will maximize the process
of standardization of municipal procurement, make it transparent and
user-friendly and will help to avoid possible conflicts of interest.
Mayor of
Kazan Ilsur Metshin noted that in the work carried out during the year significant
results were achieved and requested to convey information about changes in the
system to all the subordinate institutions. "Transparency of municipal
procurement is our policy, which we have every year and try to adhere to
improve the mechanisms for this work", - the Mayor concluded.
