Weather control nodes help citizens to save a quarter of the heat consumption

One-third of the owners of personal accounts - residents of the city - took the opportunity to pay for heating in installments, the chairman of the Committee of housing and communal services of the city Executive Committee Iskander Giniyatullin said today at a Business Monday. Summing up the results of the heating season, he reported that for the period from October 2015 to April 2016 3 billion 329 million rubles were paid for heating. The percentage of collection during the coldest months - December, January and February - was 94%.

Peak of heating season was in January 2016, when the whole city has been credited with 673 million rubles for the heating, which is 2 times more than last year accrual. A minimum amount of charge has fallen to the beginning of the heating season - 278 million rubles has been credited in October 2015. Billing period calculation is adopted from the 20th day of the previous month to the 20th day of the current.

One of the most important factors affecting the volume of actual heating consumption is the presence of a weather control unit. "Regulatory units allow to optimize the supply of heat, the maximum effect can be up to 25% reduction in consumption", - I.Giniyatullin said. In 2015 the equipment of the housing stock with the weather control units increased to 55%, they are installed in Kazan due to payments under the program of overhaul. As the chairman of the Housing Committee said, this year the management company of Moskovsky district plans to equip more than 100 houses with units under the energy service contract as a pilot project.

In order to reduce the payment burden the legislation includes measures of social support of the population. In addition to the deferred payment there is a subsidy through the social security authorities for families in which the fee for housing and communal services exceeds 21% of the total family income. "At a time when we, unfortunately, are witnessing a decline in real incomes, such changes are quite painful; especially strongly they are felt by our pensioners. Therefore, these categories of citizens will take advantage of installment. But I hope that in the summer, when there will be no need to pay for heat, people will see the difference. In any case - law has been passed, and we must carry it out,"- the Mayor of Kazan Ilsur Metshin said and added that all the residents of the city need to be convied that the installation of the weather control units in this case will allow to save on payment of utility bills.
