to sell seedlings, rent sports equipment, provide photography services legally.
Taking into account the proposals of entrepreneurs, deployment diagram of objects
of seasonal trade was expanded, the placement of unclaimed sites changed,
including those places where objects previously were placed arbitrarily, and initial
value of auction lots in some areas was adjusted. Deputy Head of the Economic
Development of Kazan Executive Committee Ivan Kuznetsov told about how this
year seasonal outdoor trade will be organized in the city, at the Business
Monday in the City Hall.
Simplified
layout of seasonal trade sites acts in Kazan for the third year. Ivan Kuznetsov
believes that the main achievement of this innovation is that the interests of
neither the population nor the entrepreneurs were not hurt. "The procedure
for obtaining authorization is a simple - the auction documentation is
informative and accessible, anyone can be declared at the auction. For those
who showed up at auction for the first time, the study was organized.
Entrepreneurs who do not participate in the auction constantly, had the
opportunity to purchase an electronic digital signature for a short time at a
discounted price (for one year - 5000 rubles, discount for 3 months - 1400
rubles). Rules and conditions of accommodation facilities became clear:
location, design and size of the monthly fee," - Ivan Kuznetsov said about
the benefits of the simplified scheme of seasonal accommodation facilities.
As a
result, in 2015, 192 lots worth a total of 8.5 million rubles were sold at
auction, which was an additional source of income for the city budget.
For the
organization of seasonal trade this year the experience of other cities has
been studied. According to Ivan Kuznetsov, meetings to discuss the format of
retail outlets and the appearance of the equipment were held with suppliers of
products and equipment. For example, this summer stalls selling ice cream will
be colorfully decorated - Images of attractions will be used.
During the
meetings, entrepreneurs complained about the not always successful proposal of places
for seasonal trade, excluding those or other features, the change of names of
activity profiles and terms of doing business. As Ivan Kuznetsov noted,
virtually all the comments were removed. "The scheme of dislocation
expanded to 511 sites, starting price of lots in some areas was adjusted, placement
of unclaimed sites was changed, places, where earlier trade objects were placed
without permission, were included in the scheme. In addition, the list of
categories of retail facilities expanded - now anyone can legally sell
seedlings, rent sports equipment, provide photography services", - he
said.
This year
employers will still be able to install some stationary summer veranda cafes
and restaurants. That opportunity came in 2015 and, according to Ivan Kuznetsov,
entrepreneurs actively used it, because conducting auctions is not required for
accommodation of verandas, a written statement is sufficient.
This year about
10 million rubles in the city budget are expected from the sale of rights for
seasonal accommodation facilities. To date, the treasury has replenished by
1.332 million rubles due to the fact that 2 places under the placement of
seasonal cafe and 29 - for the realization of ice cream, soft drinks and sweets
were sold. The electronic auction has already started, the closest of which
will be held March 17 - 20 unsteady seasonal cafe will be exhibited at the
auction, and March 22 entrepreneurs will compete for 9 places to implement
seedlings and seeds.
This year struggle
with illegal trade will continue. According to Ivan Kuznetsov, to defeat this
problem finally, point of police, office administrative and technical
inspection need to be activated. Mayor of Kazan Ilsur Metshin called on heads
of districts to join this work and to work together. "Every year we
receive complaints from residents. It is necessary to meet with market
participants, to bring this to everyone. We cannot say that absolutely nothing
is done; a lot of work has already been done. Cafes and verandas are pleasing to
the eye, they decorate the city, attract tourists and convenient for citizens.
This is a civilized approach. Vendors who sell products on the asphalt - it's
yesterday. It is necessary to finally bring order to this sphere", - the
Mayor concluded.
