Program of prevention of drug addiction reached more than 500 thousand people in Kazan

(Kazan City KZN.RU, February 4^th, Zilya Ghaifi). Growth in the number of drug addicts stabilized in Kazan. If in 2014 the increase was 3.4%, in 2015 - only 0.05%. Also the number of people on preventive observation decreased: at the end of previous year it was 2963 in Kazan. Compared with 2014 year number of people on the observation has decreased by 5.6%. The results of the Kazan city program of prevention of drug addiction of population in 2011-2015 were brought today at a meeting of anti-drug commission, chaired by the Mayor of Kazan Ilsur Metshin.

The meeting was attended by the head of the Executive Committee Denis Kalinkin, Deputy Head of the Executive Committee on Social Affairs Natalia Grechannikova, city prosecutor Oleg Drozdov as well as the heads of districts, chairmen of regional commissions.

Opening the meeting, Natalia Grechannikova noted that the experience of drug treatment in Tatarstan is recognized as one of the best in Russia. There are 333 drug treatment beds, including 13 - for children and teenagers, 69 – beds of rehabilitation profile, 2 day hospitals with 60 beds and 2 outpatient clinics, 7 children and teen rooms in medical institutions of Kazan. Total 189 professionals work in this field.

According to the chief psychiatrist of RT, deputy chief doctor of the Republican Narcological Dispensary of Health Ministry of RT Rezeda Hajeva, for January 1, 2016 in Kazan 4029 patients are registered with a diagnosis of drug addiction. Of these, 45.8% are people aged 30-49 years, 41% are in the 25-29 age group and 12.9% - in the 18-24 age group. 3 people are juvenile. When viewed in the context of social, 75% of registered are unemployed, 23% - workers and 1% - employees.

Reseda Hajeva noted the positive dynamics - growth rate of drug users stabilized and the number of people on preventive supervision reduced. "At the end of 2015 2 963 people consisted on the control. This number has decreased by 5.6% compared to 2014 year. The rate of growth of drug addicts in Kazan stabilized at 3.4% and amounted in 2013 - 3.4%, in 2014 - 3.2%, in 2015 - 0.05%. Also for the first time 169 patients were taken on control in 2015, there were 146 such people in 2014,"- she said.

Traditionally, youth is under special attention of physicians. In 2015, due to changes in federal law a new procedure for carrying out preventive medical examinations of pupils and students has been introduced. Currently, inspections are carried out in accordance with the lists of names that were formed by educational organizations on the basis of socio-psychological testing. According Rezeda Hajeva, 29023 pupils and students were examined last year - 25 consumers  were found, it is less than in 2014, when 44 people were identified.

The chairman of Children and Youth Committee of the Executive Committee Sergey Mironov told about the results of preventive measures carried out among young people. According to him, program of prevention of drug addiction reached more than 500 thousand people under the age of 30 years for five years. About 200 thousand of Kazan residents looked propaganda videos in lifts and transport, 100 thousand people saw promotional films. So, on behalf of the Mayor of Kazan a short film "Last number 48092" was made on the target program funds. More than 60 thousand students watched it for all-time of implementation of the program. How professionals tell, the film turned out rather hard, so as a rule, its shows are commented by health care and anti-drug commissions workers. Everyone can view this film – it is posted in the Internet at a public domain.

Ilsur Metshin noted that in recent years the city moved to deeds from the words about the need to form a positive alternative for youth. "In recent years more than 40 playgrounds has been built in the yards of Kazan, more than 300 horizontal bars were installed in the yards, life in parks and squares intensified, the repair of youth clubs was organized. One of our main achievement is that a trend of a healthy lifestyle is cultivated in Kazan - today to drink and smoke, use drugs is no longer fashionable,"- said the Mayor.

Since the majority of drug users are detected among the unemployed, the Mayor called for special attention to be paid to the promotion of employment of young Kazan residents. In general, according to Ilsur Metshin, a lot of work on the continuation of program of prevention of drug addiction is ahead in the new year, by the way, this is the only such program in Tatarstan, financed from the city budget. The draft of the new program for the next five years has been already developed and will be adopted in the near future.
