leavers to the needs of educational institutions must be transferred in the
non-cash way on the basis of two main principles - voluntariness and
transparency. Mayor Ilsur Metshin gave such an order today at the plenary
session of the annual August conference of the city educators.
The Mayor
pointed out that more than a half of the budget Kazan accounts for educational
funding. He also cited some figures. For example, in Kazan for the period since
2007 more than 82 kindergartens for nearly 10 thousand children has been built,
commissioned and repaired, and 78% of schools over 30 years old was repaired, together
with the program of this year. "We lead traditionally to reach students
with hot meals: for the last 5 years the figure increased from 88% to 92.5%.
And we started in 2006 with 37% ", - said I. Metshin.
The head of
the capital of Tatarstan noted that the issue of raising funds for the
development of schools and kindergartens is still relevant. "It is clear
that even with this unprecedented level of funding for the industry - over 60%
of the city budget - the school still needs to attract extra-budgetary funding
sources. However, many parents, many graduates are ready to help their school.
But we, unfortunately, continue to receive complaints about the so-called
"extortion in the schools," - Ilsur Metshin outlined the problem.
He noted
that this issue should be resolved once and for all. "First of all, you
need to remember two important principles - voluntariness and transparency! The
general rules are made for all. All schools deny an annual public report
on the expenditure of additional resources. A permanent phone hotline has been open,

In
addition, according to I. Metshin, it is important to abandon the circulation of any cash in educational
institutions. "No more cash in school funds, only a checking account! Even
the best intentions can turn into a problem for the school and for the
director. In my view, if we go far from cash in schools, the issue itself won’t
be treated unlawfully "- Mayor of Kazan offered a solution and
demanded that school leaders should stick to the same order at all.
