Educational development program will be elaborated in Kazan for 2011-2015

(KZN.RU, December, 29). Deputies finalized the results of the educational development program in Kazan in 2008-2010 at the third session of Kazan city Duma of the second convocation. 47 deputies presented on the session, there is a quorum.

Ilsur Hadiullin, the Head of the Education Department of the Executive Committee of Kazan informed about the program implementation in his report.

He noted that despite the economic crisis the education system of the city has made a significant step forward. Expenditure on education in total expenditure budget of the city compared to 2007 increased from 37.2% to 44.3%. Construction of new educational facilities has reduced the number of two-shifts-schools from 75 in 2007 to 64 in 2010.

Preschool education is 73, 8%. Currently the Education Department is working on creation of sequence electronic database.

Validation of education leadership is the winning of schools and teachers in prestigious competitions. 52 schools and 236 teachers of Kazan have been given scholarships within the Education National Project.

Creating modern conditions for the educational process, improvements in the professional competence of teachers led to the growth of the positive results of Unified State Examinations (USE). During 3 years there has been reduction in the number of students who have received low scores at the USE.

An important factor for the development is innovations in the informational support field. Within the Republican presidential projects Kazan schools received 2,385 laptops and 2,573 computers.

Much has been done to support talented children. 873 students who were the winners of various stages of Russian Olympiads were awarded in 2008-2010.

Albert Gilmutdinov, the Minister of Education and Science of RT called Kazan in his speech the pearl of the republic. He noted that Kazan takes the third place in Russia in the number of Olympiads winners. The Federal University is an educational wealth. "The potential in Kazan education is huge, and our goal is to reveal it", the Minister summed up.

2,175.7 million rubles from the various sources of funding, which amounts to 115.2% of the plan have been involved over the years of the program. As a result of implementation of the education development program the basic directions of the Republican strategy of education development were put for 2010-2015, the years of the Kilechek program.

However 95.6 per cent is executed in the program that is not in its scope. It is necessary to continue the work on improving material and technical base of educational institutions, overhaul and maintenance, providing educational institutions with medical equipment, repairing of sports facilities, improving of territories of educational institutions.

"There is nothing more important than our children and their future, what they will be”, Ilsur Metshin emphasized, “Kilechek project can not be overestimated. All that is implemented in the country under the presidential programs have changed life in this area dramatically. This is a fateful program that has no analogues in Russia. We look forward to its implementation. Schools condition, teachers’ salary - all of this will be reflected in the Kilechek program.

Deputies have decided to recognize the program results satisfactory, and to charge the Executive Committee to develop and confirm the program of education development in Kazan for 2011-2015 within 2011.
