Ilsur Metshin: "Kazan has to be a city of an international level"

Kazan has to be a center of a high-tech business, a highly developed service sector of culture and tourism, clean, comfortable and attractive for life on the international level. Today Ilsur Metshin, the Mayor of Kazan has stated in his keynote speech at the first session of Kazan City Duma of the second convocation. The newly elected Head of the city identified several areas in which the capital of Tatarstan will continue its development. One of them is education. "Today our aim is to build a comprehensive system of education of a new level namely from kindergarten to high school”, the Mayor said “the main orienting point is the “Kilechek” presidential program. "The significance of this problem can not be overestimated”, Ilsur Metshin continued “recently Vyacheslav Glazychev, a well-known urbanist, told a moral story. In several regions students of high schools were asked to write an essay about their city. And in almost every story there is the same thought as: What a beautiful city. It is a pity we have to go away. What does this mean? It's very simple: if we do not give our youth the opportunity to receive quality education and self-actualize here then we lose everything. And if you win the battle for the minds so we will gain a lot more”. “We not only retain our talents but we contract the brains from around the Volga region”, the Mayor said. Another urgent problem that needs to be quickly resolved is the lack of childcare facilities: kindergartens and schools. "We are building a lot but the need remains enormous”, Ilsur Metshin says. The head of the city sees several ways to solve this problem. First is tightening of regulations for developers. Namely residential neighborhoods should be built in a complex including social infrastructure. "They (developers) are interested in it because as in the “XXI Century” residential complex kindergarten and school have been appeared, retail sales have gone up dramatically”, Ilsur Metshin said. "Secondly we need to build using every opportunity. In general taking into account the new quarters we have set the bar for ourselves that is to put into operation at least 20 new kindergartens and 5 large schools over five years”, the Mayor continued. Besides the city authorities should seek to create conditions for private and family kindergartens. "There are such examples in Kazan already", Ilsur Metshin said.
