Ilsur
Metshin, the Mayor of Kazan, spoke at a meeting of the political group
“independent and liberal democrats” at the 31st plenary session of the Congress
of Local and Regional Authorities of the Council of Europe, which was held in
Strasbourg, France, from 18 to 21 of October.
In his
report, he presented to the Council of Europe 12 priorities, which reflect
further points of growth in the capital of Tatarstan. All of them coincide with
the main priorities, determined by the Congress of the Council of Europe. The
Mayor of Kazan also spoke in detail about the development of his city, how the problems
of ecology, transportation, improvement are being resolved, about positive
changes in the quality of the urban environment, increasing the life expectancy
of citizens, increasing investment and tourist flow, and holding international
events.
“The
interaction of the municipality with the citizens is based on the principles of
full transparency and understandability for the population of the decisions
taken. All main initiatives are based, as a rule, on the opinion of citizens.
Public hearings, public competitions of projects, public voting on many
questions have already become the usual practice of city life”, I. Metshin
shared the secret of a successful interaction of municipal authorities with the
population.
During the
Congress, Ilsur Metshin was elected the deputy chairman of the Committee on
topical issues of the Congress of Local and Regional Authorities of the Council
of Europe. The secret selection was held on October 19. The head of the
Tatarstan’s capital was nominated as a strong manager who has been working as
mayor for 17 years and has a tremendous experience in solving urban problems.
The representatives of Romania, Germany, France, Ukraine, and Armenia also
applied for the position.
The Mayor
of Kazan is included in the list of representatives of the Russian Federation
in the Chamber of Local Authorities of the Council of Europe by presidential
decree in July 2016. The Congress of Local and Regional Authorities of the
Council of Europe is an advisory body of the Council of Europe, consisting of
324 elected representatives of the local (the Chamber of Local Authorities) and
regional levels of government (the Chamber of Regions) and their respective
deputies of the Council of Europe.
