The concept of
sustainable development of the Kazan historical settlement has come to the
final stage of development. Ilsiyar Tukhvatullina, the chief architect of
Kazan, noted today at the Business Monday meeting, this document is important
for preserving the historical appearance of the city, implementation of the
investment potential of its center, as well as the development of the
comfortable living conditions for citizens and tourists.
“Now we are completing work on creating a unique
regulatory framework. We wanted to switch from hands-on management to systematic
work based on a regulatory framework. It wasn’t easy, there were many disputes
and professional discussions. We hope that the document will fully prescribe,
make the conditions for construction and renovation in the historical center
transparent and equally accessible. This will also be a major step forward in
the investment appeal of Kazan in terms of construction”, - said Ilsur Metshin,
Kazan Mayor.
Work on the concept began in April 2019 on behalf of
Tatarstan President Rustam Minnikhanov.
The first stage of development included the justifying
part of the concept. During the second stage, a comprehensive spatial model of
the development of the territory of the historical settlement of Kazan was
formed. It was presented to Ilsur Metshin in June 2020.
Within the third stage, the final model of spatial
development of the historical settlement of Kazan is being created. It is
planned that the work will be completed by the beginning of September 2020.
It is expected that the concept will become a working paper
for both Executive authorities and developers, creating clear and open rules
within the borders of the historical settlement. Its principles will lay in the
corresponding order of the Ministry of culture of Tatarstan, rules of improvement
of Kazan, will be considered in the regulations of land management and
development of the capital, which are being presently developed, the speaker
noted.
“We will never go back to the days when any landlords
could build large residential complexes in the historical center. Today we have
progressed toward to a creative direction. The preservation of the historical
center has been clearly formed”, - I.Metshin summed up.
