I. Metshin: “The 9th season without emergencies speaks of systematic work in organizing the safety on the water”

(KZN.RU, September 2, Alsu Safina). In the completed swimming season, accidents and drowned are not registered on the municipal beaches of Kazan. There have been no accidents on Kazan beaches since 2011. “The ninth season without incident and an emergency on municipal beaches is not a coincidence. There is a systematic work to organize the safety of people on the water”, commented Ilsur Metshin, the Mayor of Kazan, at the Business Monday.

10 people were rescued, including 5 children, on the municipal beaches of the city and in recreation areas. First aid was provided to 264 people. “I thank the rescuers for their work, the number of those saved speak for themselves”, marked I. Metshin. In unauthorized places, 3 people drowned during the swimming season.

Thus, preparatory work was carried out on the eve of the swimming season in Kazan. According to Ferdinant Timurkhanov, the head of the Civil Protection Department, the divers examined and cleaned the bottom of reservoirs and rivers on an area of 9750 square meters, and water and soil samples were analyzed on the beaches. All available information stands with rules of behavior on the water have been updated, as well as 68 full-house signs for the prohibition of swimming in unequipped and dangerous places. Rescuers were trained to carry out rescue operations at water bodies and provide first aid to victims.

“There were three rescuers and one health worker on duty every day from 9 am to 8 pm on all municipal beaches and in places of mass recreation for the population”, said F. Timurkhanov.

During the summer, rescuers carried out 28 actions to promote safe water behavior, as well as training in assisting drowning people and providing first aid on the beaches and in children's camps. In addition, rescuers distributed more than 4.3 thousand memos with similar information among vacationers.

“For 2020, we ask you to consider the distribution of beaches by permanent organizations that would be responsible for their preparation for the swimming season. Throughout the swimming season, it would monitor the maintenance of the beach infrastructure, and together with Rospotrebnadzor, would monitor the sanitary and epidemiological status of the water with drawing up acts of use beaches”, the head of the Civil Protection Department addressed the Mayor of Kazan. In addition, F. Timurkhanov drew attention to the need to increase the number of places of recreation near the water, especially beyond the River Port.

“This is the case when the sled needs to be prepared in the winter”, said Ilsur Metshin. He urged the head of the Executive Committee, Denis Kalinkin, the Committee for External Improvement, and the heads of district administrations to begin preparations for the new swimming season in advance. “After the reconstruction, a beach will open on Lake Komsomolskoe in Derbyshki. So, the work will be increased, it will be necessary to organize everything ahead of time”, marked the head of the city.
