August 19, Alena Miroshnichenko). The Kazan information-analytical system for
managing municipal services won the nomination “Economic Growth: Digital
Economy” at the VI International Forum of Best Municipal Practices. The forum,
organized by the Union of Russian Cities, was held from 15 to 17 of August in
Chelyabinsk and was dedicated to the implementation of national projects
approved by decree of the President of the RF.
Rifat
Khannanov, the head of the Information Technology and Communications
Department, said at the Business Monday that the forum has gained a reputation
in several years as one of the most sought-after sites for exchanging
experience between municipalities.
The
management of municipal services within the framework of the Project Office
provides municipal services in a digital form. “The system also helps employees
to conduct consultations, to record received applications for the provision of
services, register them and solve the necessary requests”, explained the
speaker. The system is also integrated with the portal of state and municipal
services and the information system of the MFC RT.
“Regardless
of the form in which the application for the service was submitted, its
consideration and processing do not change. Everything can be performed within
one system in a standard interface. Notification of the status of consideration
is automatically sent to the number indicated by the applicant. The result of
the service is either sent to the source authority or to the applicant’s
personal account”, said R. Khannanov.
Thus, more
than 2300 applications are processed monthly in the municipal services
management information system. The statuses are sent to a personal account on
the Russian portal “Gosuslugi”. The possibility of receiving electronic notifications
relieves the applicant from the need to spend time on independent appeals to
local authorities, and local authorities from the need to notify the applicant,
reported the speaker.
“Membership
in organizations such as the Union of Russian Cities is valuable since it
allows us to carefully look at best practices and achievements. We are always
in dialogue with our colleagues. We always have something to learn, so we don’t
lose time. This is a good portal for the exchange of practices”, said Ilsur Metshin,
the Mayor of Kazan.
