June 20, Alena Miroshnichenko). The title of Honorary Citizen of Kazan was
given to Boris Tikhomirov, the director general of the AO “Kazansky
Giproniiaviaaprom”, and Malika Gelmutdinova, the director of training and
rehabilitation center for the blind |Yardem” and the National Islamic Charity
Foundation of the same name. Such a decision was made by the deputies of Kazan
City Duma during the XXXIV session.
Ilsur
Metshin, the Mayor of Kazan, introduced candidates of honorary citizens for
consideration by the deputies. “These are people who have been working for the
benefit of Russia, Tatarstan and Kazan for many years. They were glorifying
them with their deeds, using the well-deserved authority and respect of the
residents of the city, the republic and beyond”, said the Mayor.
As the Mayor
noted, the “Kazansky Giproniiaviaprom” is one of the renowned scientific
institutions in Russia. “The enterprise during the years of Perestroika managed
to retain a team of qualified specialists and also constantly master new design
directions. Thanks to the highest professionalism of Boris Tikhomirov, who has
headed the Institute for more than 30 years. And today “Kazan Giproniiaviaprom”
is one of the leading design and research institutes of Russia”, said I.

The Mayor
of Kazan also noted the significant contribution of Boris Tikhomirov and the
staff of the enterprise in the development of innovative activities. For
example, in 2012-2014, the institute developed the design and working
documentation for the construction of objects of the economic zone Innopolis,
Alabuga and enterprises of resident companies.
Under the
direct supervision of Boris Tikhomirov, the institute’s staff made a
significant contribution to the preparation and holding of major events in
Kazan. According to the projects of the Institute, it was possible to
reconstruct and build new terminals at Kazan International Airport, the Palace
of Water Sports, pools “Burevestnik”, “Akcharlak”, “Bustan”, and “Olymp”.
Also, the
team of the “Kazansky Giproniiaviaprom” participated in the development of the
plan and reconstruction of the large sports arena “Luzhniki” in Moscow.
“Boris
Tikhomirov always focuses on the interests and needs of Kazan. According to the
projects developed by the company, complex development of several urban neighborhoods
and micro-districts was made in the capital of the republic: “Western Zarechie,
“Magellan”, “Svetlaya Dolina”. Socially significant and administrative
buildings were built and reconstructed”, said the Mayor.
Among other
things, the staff of the institute and Boris Tikhomirov personally, invariably
participate in charitable activities. Thus, a project for the reconstruction of
the fraternal corps on the island of Sviyazhsk was donated as an aid to the
Republican Fund “Vozrozhdenie”. Assistance to veterans of the Great Patriotic
War home front workers, disabled people, children, charity foundations building
mosques is carried out on an ongoing basis.
“Doing good
and not waiting in return for gratitude is his way. Many years of productive
work and great personal contribution of Boris Tikhomirov to the development of
the construction industry were marked by high state awards. He’s awarded medals
of the Order for Services to the Fatherland, 1st and 2nd degree, the medal of
the Order For Services to the Republic of Tatarstan, and the Medal of the
Republic of Tatarstan, “For valor and Labor”. His name is listed in the Book of
Honor of Kazan, the encyclopedia “The Best People of Russia”. Boris Tikhomirov
is our honor and pride”, concluded Ilsur Metshin.
The second
nominee was Malika Gelmutdinova. “She is a unique person. Her whole life in the
name of helping people with disabilities is a true feat”, said the Mayor of the
capital of the republic.
As a young
teacher of Russian language and literature, Malika Gelmutdinova organized the
first classes for hearing and vision impaired “Sulima” at the mosque in
Levchenko at her own expense. “People who need spiritual warmth have become a
family for her. She gave all her heart and soul to a noble cause, helping the
blind to know the diversity of the world. She studied the basics of sign
language and teflopedagogy, learned the Braille. Then she became the author of
unique methodological developments”, said I. Metshin. He noted that later, the
rehabilitation of small groups of people with hearing and vision disabilities
resulted in the creation of the rehabilitation center “Yardem”. Malika
Gelmutdinova is currently heading it.
A family
center was established in 2014. 10 children are currently being raised there under
personal care of Malika Gelmutdinova, said the Mayor. “From the first days,
excellent conditions have been created for children to live, study, and medical
and psychological rehabilitation. The adopted children call Malika Gelmutdinova
mother”, he said.
The result
of the multifaceted work of M. Gelmutdinova is unique works: social and
psychological rehabilitation of blind children of preschool and primary school
age, methodological aids for social rehabilitation and rehabilitation of people
with disabilities, social and psychological rehabilitation of deaf “Semeiny
Ochag”.
For many
years of productive work and active public work, Malika Gelmutdinova was
repeatedly awarded. In 2016, she received the Golden Bird Award in the
nomination “The Best Public Organization of Russia headed by a woman”. In 2014,
by the results of the contest “Woman of the Year”, she was awarded the title
“Woman in Culture and Spirituality” and was encouraged by Letters of Gratitude
from the head of the Ingush Republic. “But the main gratitude for Malika
Gelmutdinova is the joy of the people that she gives a new life. It is
difficult to overestimate her contribution to the organization of social support
for people with disabilities in Kazan”, concluded I. Metshin.
Deputies of
the Kazan City Duma supported the proposed candidacies and decided to assign
the title “Honorary Citizen of Kazan” to Boris Tikhomirov and Malika
Gelmutdinova.
