April 15, Alena Miroshnichenko). Kazan was one of the first cities in Russia to
discuss urban planning documents on an electronic platform. Due to the
introduction of amendments to the Urban Planning Code of the RF the Kazan City
Duma approved a new Regulation on the procedure for organizing and conducting
public hearings and public discussions. Thus, since June 30 of last year until
March 2019, 138 projects were discussed in the information system
dispute.kzn.ru. Irina Dyabilkina, the head of the Department of Architecture
and Urban Planning, announced this at the Business Monday today.
Public
discussions relate to projects on the planning and surveying of territories, on
deviation from the limiting design parameters, conditionally permitted uses and
making changes to the map of zones of city planning regulations. “A number of
projects submitted for public discussion, have caused great activity of city
residents. This is a project for deviating from the limit parameters of the
permitted construction on Gubkin Street, a project for planning and surveying
the territory of a linear object, the Great Kazan Circle, a project for
planning the territory of 33 military camps”, noted the speaker.
The
platform, which is actively being explored by city residents, offers a number
of advantages: remote participation at a convenient time, submitting comments
and suggestions directly from home. As I. Dyabilkina told, many discussions
arose when introducing an information resource since there were no analogs. But
today the work in the pilot mode is already completed. City residents have the
right to send their suggestions and comments to the information resource
dispute.kzn.ru, to come to the Department of Architecture and Urban Planning
and leave their proposals in the public discussion journal, as well as to send
a written appeal to the Department of Architecture and Urban Planning.
“Employees of the Department are ready to provide a computer and to train them
to work in an electronic resource”, explained I. Dyabilkina.
