(KZN.RU, February 14). Deputies of the State Council of the RT appealed to Dmitry Medvedev, the Chairman of the Government of Russia, with a proposal to impose administrative responsibility for stopping and parking cars with removed or unreadable license plates on paid parking lots. This decision was made today at the 45th session of the State Council of the RT.
Earlier, this proposal was voiced by Ilsur Metshin, the Mayor of Kazan, at an extended meeting of the board of the Ministry of Transport and Road Facilities of the RT. “The absence of sanctions provokes drivers to commit a violation and makes it possible to evade responsibility. As a result, the situation creates inconvenience for law-abiding drivers, reduces the comfort of movement on the roads, increases the time of finding a parking spot, which causes fair complaints. Due to impunity, this problem is widespread and relevant for all constituent entities of the RF”, marked I. Metshin.
The parliamentarians of the republic proposed to make changes to the Government of Russia decree on the Road Traffic Regulations. It would introduce a ban on parking (stopping) vehicles without state license plates, with unreadable or non-standard numbers on paid parking lots located on land located in the state or municipal property, which are part of the road or adjacent territory to the road network. Deputies of the State Council also proposed to introduce administrative punishment for such violators.
“These changes will significantly increase the traffic capacity of large cities, as well as increase the speed of transport on the main roads”, said Rafil Nugumanov, the deputy chairman of the State Council Committee on Law Order, presenting the document today at the session.
He also noted that the relevant Committee held three working meetings with representatives of the State Legal Department of the RT, the Republic Prosecutor’s Office, the Ministry of Justice, the Transport Committee of the Kazan City Hall, and the Traffic Police of the RT, according to the website of the State Council of the RT.
