(KZN.RU, February 1). More than 6 billion rubles were spent on targeted environmental protection measures in Tatarstan in 2018. Alexander Shadrikov, the Minister of Ecology and Natural Resources of the RT, announced this at an expanded meeting of the joint final board of the Ministry of Ecology and Natural Resources of the RT and the Office of the Federal Service for the Supervision of Natural Resources (Rosprirodnadzor) for the RT.
Rustam Minnikhanov, the President of the RT, Ilsur Metshin, the Mayor of Kazan, Farit Khairutdinov, the head of the Office of the Federal Service for Supervision of Natural Resources Management for the RT, Renat Timerzyanov, the chief federal inspector of the RT, Ekzam Gubaidulin, the chairman of the Council of Municipalities of the RT, heads of municipalities of the Republic, and others attended the meeting.
Participants discussed the results of the work of the departments for 2018 and priorities for the current year. According to Alexander Shadrikov, revenues from environmental revenues and for using the republic’s natural resources last year amounted to 1.1 billion rubles.
Alexander Shadrikov informed that according to the results of the state environmental supervision in 2018, 6254 inspections were conducted and more than 6 thousand violations were stopped. Comprehensive measures allowed to reduce the number of violations by 10%, reports the press service of the President of the RT.
During the year, state inspectors processed about 11 thousand appeals from citizens, imposed administrative fines and damages in the amount of 55.3 million rubles, and initiated 35 criminal cases. According to the results of supervisory measures, environmental protection measures were held for 132.9 million rubles. 1760 illegal landfills have been eliminated due to well-coordinated work with municipalities.
In the reporting year, a pilot project was implemented for the transferring the authority to establish maximum permissible emissions for regional facilities to the Cabinet of Ministers of the RT. The decrease in the number of procedures for obtaining permits has significantly reduced the burden on local entrepreneurs.
According to the minister, the enterprises of the republic ensured a reduction in the negative impact on the atmosphere. Thus, the Kazan “Vodokanal” has completed work on the overlapping of primary treatment tanks with sewer caps.
In order to reduce the negative impact of emissions from motor vehicles, more than 2 thousand units of transport in Tatarstan have been transferred to environmentally friendly gas engine fuel. 482 gas stations of the republic are equipped with gasoline vapor recovery systems.
The boundaries of the zones of flooding of six water bodies are established taking into account the instructions of the federal government. 9 events will be implemented at the expense of the federal and republican budgets. The channels of two rivers with a total length of almost 3 km have been cleared. Possible damage from the spring flood has been prevented in the amount of 430 million rubles. 4 hydraulic structures were repaired, shore protection of two rivers was carried out, and the bottom of 11 ponds was cleaned. More than 2 thousand inhabitants are protected from the negative effects of the flood.
Since 2019, the republic is starting the national project “Ecology”. At the first stage, Tatarstan will take part in 3 federal projects. Until 2021, 4.8 billion rubles were allocated to the republic, including 4.26 billion rubles under the project “Improving the Volga”. The main direction for the improvement of the river is the construction and modernization of 44 treatment facilities in the housing and communal services sector. By 2024, it is planned to reduce pollution of wastewater by 3 times.
Alexander Shadrikov said that, on behalf of the President of the RT, together with the Ministry of Education and Science of the RT, 96 eco-classes were identified (centers of environmental education in all municipal districts). More than 8 thousand young people became activists of ecological movements in the republic. Residents of the republic collected 11 tons of batteries, which is 2 times more than last year. All of them were sent for further processing to a specialized enterprise in Chelyabinsk.
Farit Khairutdinov also added that in the reporting year, the Institute of Public Environmental Inspectors was organized on the basis of the Rosprirodnadzor. The purpose of its creation is to increase the environmental responsibility of citizens and the effectiveness of environmental supervision, monitoring compliance with the requirements of environmental legislation and the rational use of natural resources.
