November 7). Today, the final meeting of the competition commission on the
selection of the winners of the Open International Competition for the concept
and general plan development for the eco-district in Kazan was held in the
Kazan City Hall.
Rustam
Minnikhanov, the President of the RT, chaired the meeting. Ilsur Metshin, the
Mayor of Kazan, Natalia Fishman, an assistant to the President of the RT, Irek
Faizullin, the minister of Construction, Architecture and Housing and Communal
Services of the RT, representatives of a number of republican ministries and
departments attended the meeting.
The
competition was aimed at creating a project for the development of a land plot
of 759 hectares, located near the Arakchino residential area in the Kirovsky
district of Kazan.
Rustam
Minnikhanov noted that they set a task for the most qualitative and effective
development of the territory in organizing the competition. To achieve this
goal, an international format for the competition was chosen. Both Russian and
foreign experts were involved in the work.
The project
is of great importance for the republic, emphasized the President of the RT. He
reminded that the funds from the sale of the site will be used to support
depositors affected by the bankruptcy of Tatarstan banks.
At the same
time, we cannot only think about making a profit during the work, noted Rustam
Minnikhanov. “This site is an important part of the city. It is necessary to
create a modern comfortable territory for the life of our citizens, meeting all
the necessary requirements. To preserve the existing natural landscape. This is
a unique place”, said the President of the RT.
According
to him, a lot of work has been done during the competition. Rustam Minnikhanov
noted the high level of the submitted works, and also thanked all the
participants, experts, and jury members.
Ilsur
Metshin, the Mayor of Kazan, added that this is a unique project not only for
the city and the republic, but also for the architectural community of the
country. “There are many elements in the contestants’ works that are not
typical for today's architecture of modern Russia: public gardens, the lack of
visual boundaries between objects and lots of other things. All this allows us
to talk about the architecture of the XXI century. This project will set the
trend for a completely new standard of living for people. This is a significant
part of the Kirovsky district, which has all the chances to become the pearl of
new Kazan”, believes the Mayor.
He said
that the teams worked through all the issues in detail and considered the
history of the area. All this was reflected in the final decisions. “It was
difficult to point out someone separately. One of the applications had the
better-developed transport component, the second one had better-located
buildings, in the third one, more attention was paid to economic issues. I
would like to use all the best that the teams presented to us when implementing
the project”, concluded Ilsur Metshin.
In total,
122 participants from 20 countries registered to participate in the competition.
47 applications were submitted to the jury. According to the results of the
jury assessments, three finalist consortiums were identified. Today, during the
meeting, each team presented its projects for the development of the territory.
The winners
of the competition will be announced today during a special press conference.
According to the results of the competition, a plan for the detailed planning
