August 29). The ceremonial commissioning of a new steam generator set PGU-230
MWt was held today at Kazan CHPP-1. Rustam Minnikhanov, the President of the
RT, Alexander Novak, the Minister of Energy of Russia, Ilsur Metshin, the Mayor
of Kazan, representatives of the AO “Tatenergo”, MC “Uralenergostroy”, and
others attended the ceremony.
The project
for the construction of the PGU-230 MWt unit at the Kazan CHPP-1 is part of the
investment program of the AO “Tatenergo”, “The Property of the Republic”. The
facility is included in the list of generating facilities that will be used to
supply capacity under agreements.
On
September 22, 2015, Dmitry Medvedev, the chairman of the Government of the
Russian Federation, signed an order on changes to the list of generating
facilities according to which the DPM project from the territory of Berezniki
(Perm Territory) was transferred to the site of the AO “Tatenergo”, the Kazan
CHPP-1. The commissioning of the facility was carried out 4 months before the
deadline set by the Government of the Russian Federation. The construction of the
PGU-230 MWt unit at the Kazan CHPP-1 was carried out from May 2016 to August
2018.
The project
became the second one on the territory of the republic, implemented under the
DPM program.
The PGU-230
MWt unit at Kazan CHPP-1 is the first investment project in the electric power
industry included in the federal “Program for Support of Investment Projects
Implemented on the Territory of the Russian Federation Based on Project
Finance”. It provides the provision of state guarantees and soft loans for
projects that have a high socio-economic importance for the country.
The total
cost of the project is 15.6 billion rubles. The general contractor for the
construction of a new power facility is the Management Company
“Uralenergostroy” (Ekaterinburg).
“Quite recently
it was a bare ground, and we laid the foundation here”, recalled Rustam
Minnikhanov, the President of the RT, today at the ceremony of the PGU-230 MWt
unit commissioning. “Lots of gratitude to the Ministry of Energy of Russia for
supporting the decision to upgrade this station”.
Rustam
Minnikhanov also thanked the designers, builders, power engineers for the fact
that this project was implemented in a short time.
“Today the
republic develops production, increases capacity. Only the program of modernization
of our energy facilities will allow us to be competitive”, said Rustam
Minnikhanov. “We have shown that we will be able to implement complex tasks in
a short time. The next project is Zainsk”.
The
construction of a new steam generator plant PGU-230 MWt was carried out on an
area of 6.1 hectares on Lebedev Street, №18 (Kazan). In December 2015, the
ceremony of installing a commemorative sign of the facility construction was
held on this site.
Today, the
effect of the implementation of an investment project to increase generating
capacity at Kazan CHPP-1 will enhance the energy security of Kazan and
eliminate the energy shortage of the capital's node.
The new PGU
was given the name of Ali Ganeev, the first director of Kazan CHPP-1, reports
the press service of the President of the RT.
