Today at the Business Monday, Ilsur Metshin, the Mayor of Kazan, ordered to change the emphasis on quality control of the design and estimate documentation preparation for capital repairs in apartment buildings. According to him, it is necessary to involve management companies that know the state of each object and what works must be taken into account in the design and estimate documentation.
Dmitry Anisimov, the chairman of the Committee of Housing and Communal Services, reported on the implementation of the capital repairs program of apartment buildings and social objects. He reminded that 2430 apartment buildings or 45% of the city's housing stock have been repaired over 10 years of the program of overhauling houses, the largest of all.
This year, repairs are carried out in 286 houses. “169 out of 286 apartment buildings will be renovated; last year this figure was 130. We are increasing the pace”, noted D. Anisimov. This year, the elevators will be renovated in 30 houses, nodes of weather regulation will be established in 87 houses. Also, measures will be taken to ensure accessibility for a low-mobility category of citizens in 12 houses. Ramps, additional handrails will be installed, contrasting coloring on the steps of the fenders will be applied and the Braille script will be used in the elevators. In addition, a complex overhaul will be carried out in 11 former hostels. In total, 48 buildings of former hostels were renewed during the implementation of the capital repair program.
This year, “Housing Fund of the RT”, the regional operators of overhaul in Tatarstan, organized an electronic auction for the first time to select contractors for capital repairs. “This innovation was introduced to improve the efficiency, effectiveness of engaging contractors, ensuring transparency in this process”, said the speaker. This innovation affected the timing of the program implementation. In previous years, adjustments to the approved program were made according to the revealed real amount of work at each site. This year, it is required first to make changes to the Resolution of the Cabinet of Ministers of the RT, and only then to conduct an auction.
D. Anisimov noted that often the auction was delayed due to poorly developed design and estimate documentation. For example, the design organization did not include VAT for a number of multi-apartment buildings. According to D. Anisimov, as a result, auctions for contractors are held later and terms for performance of work are reduced. In order to exclude the repetition of this situation, it is planned to make compulsory the examination of design and estimate documentation in the future. Also, the speaker proposed to include in the register of unscrupulous contractors those design organizations that made serious mistakes in the development of design and estimate documentation of previous years. “This will be a serious motivation for the designers to take their work responsibly”, said D. Anisimov.
The terms of the works have changed at some sites due to introduced innovations in the implementation of the capital repair program. Despite that fact, in general, the volumes of the program remain the same, said Ilsur Metshin. He marked that new legislative changes need to be adjusted. He instructed to more closely monitor the process of preparing houses for overhauling. “Today we need to change the emphasis on quality control of the design and estimate documentation preparation for capital repairs in apartment buildings. Our management companies should play the main role in this. They know their fund better than anyone else and worked through all the issues with the tenants. As each patient has his own card, so there must be a card for each house, in which the state of the house will be reflected. And the better it is worked out, the better we will be able to carry out capital repairs”, believes the Mayor.
At the end of the report, D. Anisimov reminded that for the next year, 145 apartment buildings are included in the capital repair program. Now, the works are underway to develop the design and estimate documentation.
