(KZN.RU, July 4, Ksenia Shvetsova). Ilsur Metshin, the Mayor of Kazan, visited the cultural center “Chulpan” today. The head of the city assessed the project proposal for its reconstruction and instructed to further work out the options for the interiors of the building and pay attention to the Tatar national motives in the design of the premises, the facade, as well as the efficient use of areas.
The CC “Chulpan” was built in 1992 as a cinema, and after 3 years it was transformed into a cultural center. From the very beginning, the institution became the rehearsal base of the dance ensemble “Kazan”. Chulpan Zakirova, the artistic director of the ensemble, a People's Artist of the RT, said that after several years of active cultural life, the premises were worn out. An addition appeared in 2005 due to federal funds. But then the work stopped. “Due to lack of financing, the addition has not been put into operation, and the building remained closed for reconstruction. Today we would like to return to this project”, said C. Zakirova.
She said that after the opening of the children's studio, the ensemble became a real center of attraction for fans of folk choreographic art. “This is our preparatory studio, where we bring up professional cadres to enter the workforce”, she explained. Today the building of the cultural center no longer satisfies the level of the main Kazan dance ensemble. “Reconstruction and re-planning of premises are much needed, a more modern approach to the organization of cultural activities, modern equipment is required”.
Azat Abzalov, the head of the department of culture, specified that 350 children are involved in the institution. After the reconstruction, their number will increase to at least 500 people, and taking into account the reconstruction of the concert hall, its capacity will increase to 800 people a day.
The designers presented their project proposal to the head of the city. The Mayor asked to make adjustments to the project, adding folk motifs to the interior of the building and decorating the facade and entrances. “We need to show that children are engaged in national dances, bring some features”, I. Metshin assessed the project proposal and instructed also to pay attention to the effective use of all premises.
During the inspection of the building, the head of the city visited the rehearsal room, where the participants of the famous dance collective were practicing at that time. I. Metshin talked with artists and noted that new opportunities will appear for the realization of the creative abilities of dancers after the reconstruction of the cultural center. “Thanks to the presidential program, we are finally starting the next stage of reconstruction of cultural centers”, said I. Metshin. “Now we are preparing for the reconstruction of cultural centers “Saidash” and “Chulpan”. In the near future, we will have another cultural center, the only one for almost 300 thousand residents of the Privolzhsky district”.
On behalf of the whole team, Chulpan Zakirova thanked the Mayor for the support. “We always feel your support that helped us realize many of our old dreams. Now we are preparing for the Sabantuy in Kurgan, then we go on tour to France, to Switzerland. We have two huge dance programs, which we have been preparing for 20 years”, said Z. Zakirova. I. Metshin noted that no major event in the city is held without the participation of the glorious collective. “I am sincerely grateful to you both as mayor and as a spectator. You are our pride. You meet the high title of the third capital of Russia”, said the Mayor and wished the dancers success in their work.
In 2017, almost half a billion rubles was invested in the development of the material and technical base of cultural institutions of Kazan for the first time in many years. They were spent for capital repairs of the CCS “Moskovsky” built in 1934 (119.5 million rubles) and the HoC named after Lenin built in 1960 (349 million rubles), as well as for the reconstruction of the CC “Chulpan” (5.75 million rubles).
Andrey Lobov, the head of the Vakhitovsky and Privolzhsky districts’ administration of Kazan, Khaidar Khasyanov, the deputy general director of GUP “TIGP”, and others also took part in the meeting.
