for a new heating season started in Kazan. In total, it is necessary to prepare
5728 apartment buildings and dormitories for the next winter. The holding of
the World Cup on football should not affect the work, it must be completed
exactly on time. Ilsur Metshin, the Mayor of the city, gave such an order today
at the Business Monday.
Iskander Giniyatullin, the deputy head of the Executive
Committee, told about the results of the last heating season in Kazan.
According to him, the duration of the past heating season was 226 days. Thanks
to careful preparation, the winter passed without large-scale shutdowns. After
the end of the heating season, the city began to pressurize the heaters of the
branch of the AO “Tatenergo” Kazan Heating Networks according to the approved
schedule. In the course of these works, the damage is identified. It is also
necessary to turn off the hot water supply to eliminate it.
The average duration of hot water outages for the
elimination of identified network damage was 18 days. To solve this problem in
the next year, it is planned to carry out works locally, with smaller sections,
so that all available forces can be directed to eliminate damage, said I.
Giniyatullin. He said that this experience has already been confirmed by the
example of the AO “Kazenergo”. They perform works throughout the summer. As a
result, the citizens almost do not notice any interruptions with hot water.
For today, 1528 residential houses have been prepared for
the new heating season, which is 29% of the total housing stock. 800
institutions are being prepared by the city's social services, including 196
schools, 356 kindergartens, 119 public health institutions, as well as 129
cultural, sports and other budget organizations. For today, 69 objects of the
social sphere have already been prepared, which is 9% of the total number.
According to I. Giniyatullin, major programs for the repair
of housing and social institutions have a great influence on the quality of
preparation for the winter.
Last year, a large-scale program for the transfer to the
individual hot water supply of 1112 residential buildings and 165 budget
institutions was implemented in Kazan. The program allowed to improve the
quality of hot water supply. “In general, there is a decrease in the fee for
hot water to 12% in the first 4 months of this year compared to the same period
last year”, said the speaker.
Systematic work is carried out in Kazan to update the
objects of urban infrastructure, including boiler houses, said Ilsur Metshin,
the Mayor of Kazan. “The deterioration of the infrastructure that we inherited
from the Soviet past still weighs heavily on the shoulders of our public
utilities. We continue to restore order in this complex urban industry. Today,
every fourth boiler house in the city has been modernized”, said I. Metshin.
“We spend every summer increasing the scale of an overhaul. We do it without
any disruptions during the heating season. But as always, there are more things
that we have to do yet”.
Despite the great occupation and the World Cup that is
taking place in the city, the preparation work should be completed on time,
noted I. Metshin. “I ask all those responsible to finish the main work
according to the planned deadline and regulations despite the great occupation
of the championship”.
Due to the World Cup, the so-called regime of technological
silence is operating in the city. Among other things, it provides no shutdowns
of water supply in buildings and houses that are located next to the objects of
the World Cup. “Of course, the championship has left its mark on this work. But
we knew about this in advance. Therefore all the plans of the work were drawn
up in such a way as to take into account the regime of technological silence.
Nevertheless, the work is carried out in the established mode. This is not the
first international event that takes place in the city, and we have coped with
this task before”, marked I. Ginniyatullin and noted that all the preparatory
work will be fully completed by September 1.
