Important notifications will be sent to residents of Tatarstan on the phone

(KZN.RU, June 6). Important information about outages and limitations will be sent to users of the portal State Service RT on the phone in the form of notifications. Prospects for the development of electronic services and the digital economy were discussed today at the XXVII session of the Kazan City Duma under the chairmanship of Ilsur Metshin, the Mayor of the city. Timur Zaripov, the deputy minister of Informatization and Communications of the RT, took part in the meeting.

The minister spoke about the key tasks in the development of the digital economy. An interdepartmental working group “Digital Tatarstan” was established in the republic to achieve them. It developed 10 directions of digital transformation in the republic from the regulatory base of the digital economy and electronic state services to digitalization of various directions of the economy and social sphere.

The nearest task is the adaptation of existing electronic resources (portals of public services, education, healthcare, sports, housing, etc.) for telephone messengers. This will help create a single mobile access point to all electronic services. All important information will be sent on the phone as a notification. “We plan to realize for residents the opportunity to receive a comprehensive service that covers all these areas, including informing, filing applications, assessing the quality of services and other areas”, said the speaker.

For example, residents will receive alerts about water supply cut, road blocking, and other meaningful messages.

The first step towards the realization of this project has already been made in the sphere of school education. Parents can receive information promptly from the heads of the educational institution and teachers of their child.

Rifat Khannanov, the head of the Information Technologies and Communications Department, told about the development and introduction of electronic services. Last year, an electronic queue was installed with the possibility of recording at the reception in the administration of the city districts, the Department of Architecture and Urban Development, the Committee for Land and Property Relations, the Department of Urban Planning Permits both through the registration terminal and through the portal of state and municipal services of the RT in seven divisions of the Executive Committee. In total, 8 electronic queue complexes are installed, to which 42 information boards are connected.

Now the portal of state and municipal services RT uslugi.tatar.ru issues a permit for construction, registration of citizens as needy in living quarters, coordination of housing redevelopment, transfer of living quarters to non-residential premises and vice versa, issuance of permission to install an advertising structure, the issuance of parking permits for disabled people, the enrollment of children in kindergartens. Until the end of 2019, it is planned to translate at least half of municipal services into the electronic form. The list includes 44 services, mainly focused on the needs of entrepreneurs and increasing the investment attractiveness of Kazan.

Last year the Executive Committee of Kazan, together with the Ministry of Informatization and Communication of the RT, implemented a service for paying fines for administrative offenses in the field of improvement on the Unified Portal of Public Services of the Russian Federation and on the portal of the RT. According to R. Khannanov, information about fines was requested more than 15 thousand times for 4 months of 2018, 626 payments were made through the personal cabinet. Information systems of the Administration of Administrative Commissions of Kazan and the Federal Bailiff Service are also combined.

The Mayor of Kazan thanked the Ministry of Informatization and Communication for active work in the implementation of digital projects in the republic and its capital and for supporting the digitization of Executive Committee units. He also recalled that the work on transferring services to the public in electronic form in Kazan began more than three years ago.

“We started it, now we must go further. We have the potential to accelerate the introduction of electronic services in all areas of the urban economy”, said I. Metshin. The head of the city marked that this is required by the republican and federal programs for the development of the digital economy. According to the Mayor, it is necessary to provide the opportunity to receive services to entrepreneurs, developers and all other recipients of services in the field of urban development, land use, communal services, and other areas in the first place.
