“Administrative Commission” and “State and municipal payments”, as well as the
introduction of document management between the Administrative Board and the
Federal Bailiff Service, is another step towards a digital “smart city” and
creating comfortable conditions for the city's residents, said Ilsur Metshin,
the Mayor of Kazan, at the Business Monday at the Executive Committee.
Rifat
Khannanov, the head of the Information Technologies and Communications, told
about how Kazan is improving the system of electronic services and what
advantages these innovations will give the citizens. Thanks to the integration
of the information system of the Administrative Commission with the system of
state payments, debtors do not need to waste time on the lines in banks and do
not have to come to the bailiff service for a personal presentation of
receipts. Also, according to R. Khannanov, information on the payments made
will be promptly received by the Administrative Commission of Kazan and the
Federal Bailiff Service of Russia.
Considering
the large volume of the protocols on administrative offenses under
consideration, a secure electronic document flow between the Administrative
Commission and the Federal Bailiff Service of Russia has been implemented
through the Unified System of Interagency Electronic Interaction. “This
electronic service was realized for the first time in Russia”, noted R.
Khannanov. “It will allow to reduce the time of interaction between the
Administrative Commission and the bailiff service, reduce the time for making
decisions to initiate or cancel proceedings and exclude errors, the incorrect
input of information and loss of documents”.
Ilsur
Metshin appreciated the innovations. “Any activation of procedures that
facilitates the life of our people is a step forward. We were able to simplify
this procedure, establish an inter-agency exchange between these structures”,
said the Mayor. “Another small step is taken to the digital “smart city”. This
is a priority for the development of the city, and we will continue to work on
this in the future”.
