April 4). A joint meeting of the Security Council of the RT, the Coordination
Meeting on Ensuring the Rule of Law in the RT and the Anti-Terrorist Commission
in the RT was held today in the Kazan Kremlin in video conferencing mode,
chaired by Rustam Minnikhanov, the President of the RT. One of the topics of
the meeting was the further development of the hardware and software system
(HSS) “Safe City” in the municipal districts and urban districts of the
republic.
Mintimer
Shaimiev, the State Councilor of the RT, Farid Mukhametshin, the chairman of
the State Council of the RT, Aleksey Pesoshin, the prime minister of the RT,
Ilsur Metshin, the Mayor of Kazan, and other heads of municipalities, heads of
ministries, departments and profile organizations took part in the work.
Rustam
Minnikhanov noted that ensuring the security of citizens is the most important
task for the government bodies. The development of modern society is impossible
without the widespread introduction of information technologies in all spheres
of life, including security, believes the President. The hardware and software
system “Safe City” is one of such examples.
The head of
the republic positively evaluated the effectiveness of the video surveillance
system and noted that it allows to significantly improve the rates of crime
detection. So, in 2017 only, it was possible to disclose 669 crime and to
reveal 5476 administrative offenses with the help of cameras.
Rustam
Nigmatullin, the first deputy prime minister of the RT, said that 47 out of 52
systems, included in the list of Unified Requirements for the technical
parameters of segments of the “Safe City”, have been created and implemented in
the republic. He proposed to develop the “Safe City” complex and to consider
the Public Safety Answering Point as situational centers at the municipal
level, which have the ability to monitor the current situation in the region
around the clock, according to data received from designated systems.
“It is important
that this will be a situational center of the district, which can promptly
provide information to the services involved, as well as to the district
leadership”, noted the reporter.
Separately,
Rustam Nigmatullin mentioned integrable systems. Thus, the system for ensuring
the call of emergency operational services at a single number “112” operates
throughout the territory of Tatarstan. Annually about 2 million calls are
received, while more than 30% of calls require a complex response from several
services. The interface with the state automated information system
“ERA-GLONASS”, which terminals are now equipped with all new vehicles, have
been provided. Employees of the Service 112 receive calls from this system on a
daily basis. The system is taken as a basis as an integrating platform of the
“Safe City” in order to save financial resources. All the cooperating emergency
operational services and the PSAPs of the districts are equipped with
Sistem-112 workplaces. There are over 500 of them throughout the country.
A lot of
work has been done on the video surveillance system in conjunction with the
Ministry of Internal Affairs, the Ministry of Emergency Measures, municipal
authorities and PAO “Tattelecom”. Today 17353 video cameras are installed and
are functioning, 2571 of them are in places of mass stay of people, and 14778
video cameras are on the territory of apartment buildings. “In 2018, we plan to
make it possible to view the image from all the cameras installed in places of
mass stay and in the territories of apartment buildings”, said Rustam
Nigmatullin.
“We have
built a powerful system, and it needs to be adapted. In the near future, all
software products need to be generalized so that the system works for the tasks
that the republic and our law enforcement agencies need. Many crimes can be
solved precisely thanks to the video surveillance system. In addition, issues
are being resolved to ensure security in yards and neighborhoods”, concluded
Rustam Minnikhanov and suggested sharing the experience of the municipalities
and leaders in the development of the system “Safe City”.
