R. Minnikhanov: “Let's work on the example of Yudino, so that you can replicate this experience later”

(KZN.RU, March 15, Ekaterina Vislavskaya). To repair the House of Culture “Zheleznodorozhnikov” and the facades of apartment buildings on the central streets of Yudino, to build a skating rink with artificial ice and to prepare proposals for the creation of public spaces and the beach. Rustam Minnikhanov, the President of the RT, supported these and other initiatives on the complex improvement of the 100-year-old settlement. This became known at a meeting with residents of Yudino and employees of the units of the Kazan Territorial Administration of the Gorky Railway a branch of the OAO Russian Railways. Ilsur Metshin, the Mayor of Kazan, took part in a meeting that was held at the House of Culture “Zheleznodorozhnikov”.

Sergey Mironov, the head of the Kirovsky and Moskovsky districts’ administration, made a report on the work. He said that since 2006, 11 multi-apartment buildings have been built in Yudino. 44 out of 185 houses overhauled since 2008, 26 adjacent territories are improved.

Special changes are noticeable in recent years. “Now the number of priorities includes residential areas”, said the head of the districts. This year all the central streets of Yudino will be repaired. There are 24 streets with a total area of 74 thousand square meters. All three general schools have been overhauled, an updated kindergarten for 120 pupils will open, and a football field will be built. Sergey Mironov thanked the Mayor of Kazan for supporting the program “Safe City”. This year, 177 cameras will be installed in 59 homes, 105 of which have already taken their places.

At the same time, he noted that there are many problem points. Another 59 yards and 9 preschool institutions of Yudino need repair, the HoC “Zheleznodorozhnikov” and public spaces require renovation. “Residential area is the environment, in which our inhabitants live, develop, and rest. And the big drawback of Yudino is that despite the presence of green zones, there are practically no public spaces”, said the head of the districts’ administration.

After hearing the report, Rustam Minnikhanov answered the urgent questions of local residents on repairing roads, lighting roads on the way to the stadium, resettlement of emergency housing, and other topics. The head of the republic said that a decision will be found for each issue in the near future and gave specific instructions to the responsible persons present in the hall.

The necessary attention will be paid to the development of public spaces. R. Minnikhanov instructed the Ministry of Construction of the RT and Natalia Fishman, an assistant to the President of the RT, to consider the possibility of landscaping, as well as a public beach.

The head of the republic noted that all the works in Yudino are connected not only with the centenary of the housing estate. Problems have accumulated, and they need to be solved. In particular, the House of Culture “Zheleznodorozhnikov” demands major repairs. The building is 90 years old, and the last time it was repaired in 1996. “It is very important! People have to go somewhere after work”, he said. “We will definitely repair it. We have a HoC named after Said-Galiev, HoC “Zheleznodorozhnikov”, CC “Saidash”. They will be in the first place in our program”.

Addressing Mikhail Shmakov, the chairman of the federation of independent trade unions of the Russian Federation, Rustam Minnikhanov called for help to restore the former appointment of the House of Pioneers. In his opinion, the decision to sell the building in private hands was wrong. It is necessary to transfer it as an object of social sphere to the subject of the federation or municipality.

Another project for implementation is the construction of an ice skating rink with artificial ice. “We are considering several options for inexpensive sports grounds. I promise that one of the skating rinks with artificial ice will be here. This year let's use Yudino's example to work out such a rink so that this experience could be replicated later”, said Rustam Minnikhanov.

The head of the republic instructed to study the possibility of opening a branch of the police department №4, as well as lighting the road to a local stadium.

Particular attention should be paid to the transport issue: to include the extension of Putiyska Street in the road repair program, to consider the possibility of constructing a bypass road for freight transport. Also, it is important to carry out the demolition of the resettled emergency and dilapidated housing.
