I. Metshin: “The Ministry of Internal Affairs is professionally performing its duties”

(KZN.RU, February 28, Zilya Gayfi). The decline in the level of crime is noted in Kazan. Last year, 20032 crimes were registered in the city, which is less by 3.1% compared to 2016. This is the great merit of the personnel of the Interior Ministry Directorate for Kazan, which provided order in the streets and the safety of residents during the year, said Ilsur Metshin, the head of the city, at the reporting session of the Kazan City Duma in the City Hall.

Alexey Sokolov, the head of the Interior Ministry Directorate for Kazan, said that the detection rate of crimes was 44.1%, and for serious and extremely serious crimes – 54.2%. These are the best results for the last 6 years. “73 murders and 123 facts of willful causing of serious harm to health were registered in 2017. The effectiveness of the investigation and disclosure of crimes in this category tends to 100%. The number of crimes against property decreased by 4.5%”, the head of the department told about the performance indicators.

One of the priority directions of the activity of law enforcement bodies is to counteract criminal encroachments in the sphere of economy and fight against corruption. According to Alexey Sokolov, 1025 crimes of economic orientation were revealed last year. Also, an illegal organization of gambling, turnover of narcotic and alcoholic production are under the close attention of policemen. A large number of violations (8608 thousand cases) have been identified in the sphere of migration legislation.

CCTV cameras installed in the city as part of the programs “Safe City” and “Safe Yard” help the Kazan policeman to promptly disclose the crimes. According to Alexey Sokolov, the cameras facilitated the disclosure and investigation of 335 crimes and 358 administrative offenses in 2017. In addition, 89 public security centers operate in the city, whose employees have identified 14962 administrative violations, fines imposed on the amount of more than 36 million rubles. Also, 2887 people's volunteers helped to solve 89 crimes. In general, the number of daily police outfits increased by 20-22 walking posts and 3-5 patrols.

The prevention of juvenile delinquency and the provision of assistance to children in difficult life situations are in the sphere of special attention of the police. “The number of crimes committed by adolescents declined from 438 to 336. The proportion of criminality decreased from 5% to 3.8% in comparison with 2016, having reached the lowest level for the last 12 years. The number of minors brought to criminal responsibility decreased by 20.1%”, said Alexey Sokolov.

Positive indicators have been achieved in the field of road safety. 4671 people are brought to administrative responsibility for driving in a state of intoxication. Thanks to preventive work, the number of road accidents caused by drunken drivers was reduced by 28%.
