Rustam Minnikhanov: “The issue of shareholders will not be solved by itself”

(KZN.RU, February 28, Alsu Safina). Tatarstan will support the initiatives of Kazan, designed to accelerate the solution of the problem of defrauded shareholders. Rustam Minnikhanov, the President of the RT, said this today at the reporting session of the Kazan City Duma.

Ilsur Metshin, the Mayor of Kazan, reminded that 22 problematic facilities were located in the capital of the republic for January 2017. 1360 apartments in six houses were delivered in 2017. “The work on the remaining problem houses will be continued”, marked the head of the city.

He also said that proposals to increase the effectiveness of this work are being prepared jointly with the Ministry of Construction, Architecture and Housing of the RT. “In particular, it is necessary to divide by the legislative level the really needy shareholders, who invested in their future apartment all their funds, and those, who, obviously not being in need of improving their housing conditions and invested money in the share for subsequent profit”, said the Mayor. According to the investigative authorities, some “deceived” shareholders bought 26 apartments.

Metshin also quoted the words of Mikhail Men’, the minister of Construction of Russia, who noted that “a compensation fund for the provision of contractual obligations should become a real instrument of collective responsibility of self-regulating organizations for the obligations of their members”. The Mayor of Kazan reminded that 2.2 billion rubles was accumulated on the territory of the republic in 4 SROs contributed by the developers of problem houses. “But the legislation made it impossible to use these funds for their completion”, marked the Mayor. According to him, many problems of defrauded shareholders in Kazan could be solved for this amount. In this regard, Ilsur Metshin asked the President of the RT to provide support in this matter.

“We need to work out the question for applying to the federal level. And we will prepare an appropriate proposal jointly with the Ministry of Construction”, said the Mayor of Kazan, referring to the head of the republic.

“The problem of shareholders will not be solved by itself”, believes the President. “We will address Moscow and deputies in the State Duma. Even if we will be delivering 1300 apartments, it will take 4 years to solve the problem. 4 years! People are waiting. There actually are people who, have invested money like in a business. But there are also those who left with loans, debts, without housing”. At the same time, if there is a light at the end of the tunnel with the shareholders of Naberezhnye Chelny, this issue in Kazan is more difficult to solve.

The work on solving this problem should be conducted all together, believes the President. “The Republic will support all your appeals”. The head of the republic reminded that Rustam Nigmatullin, the first deputy prime minister of the RT, oversees this issue in the Government of the RT.

During the session, Alexey Serov, a deputy, the leader of the Communist Party faction in Kazan City Duma, touched on a sore subject.

“Are you ready to deal with this topic together with us?” the President asked the deputy. “By the decision of the session let's make you in charge from the Kazan City Duma for resolving this issue. You will come at every meeting, if necessary, come to me. We need such an active person”, suggested the head of the republic. “With pleasure. It’s an honor for me”, replied the deputy.

“We will issue it and vote in a separate decision of the Duma session”, added Ilsur Metshin, the Mayor of Kazan.
