I. Metshin: “43% of the rented apartments are a good result”

(KZN.RU, February 12, Alsu Safina). For today, 3491 out of 8108 apartments in 30 problem houses, which were in the city by the end of 2015, were delivered in Kazan, which is 43% of the total. “The result is good enough”, Ilsur Metshin, the Mayor of Kazan, commented on the results of work on the Business Monday. He marked that work in this direction will continue this year and this percentage will grow.

Azat Nigmatzyanov, the first deputy head of the Executive Committee, reminded that there were 75 problematic objects in 2008 in the capital of Tatarstan, by 2014, they managed to resolve issues on 69 of them. “Unfortunately, this problem reappeared, and by the end of 2015 there were 30 problem houses for 8108 apartments”, said the first deputy head of the Executive Committee.

During this period, 2386 apartments in 11 residential buildings were delivered and another 1105 apartments in the three houses of the RC “Symphony” were fixed by transferring them to a new developer. Last year, 360 apartments in 6 houses were delivered. In January of this year, 2 problematic objects have already been delivered in Kazan.

“We remember well how there was a feeling of complete impasse at first. In 2008, we passed this road, there were more than 70 objects. And finishing, we thought we would never face this again”, said I. Meshin. “There was a new crisis, and unfortunately, a lot of problem houses have left from the once-standing construction companies “Svey”, “Fon”.

According to the Mayor, there was no single way to solve problems for these objects. “It is a difficult construction situation. There were no similar objects, the questions were solved in manual mode everywhere. The trial of each house took time: to bring the register of owners, pass the courts, collect documentation. This is a lot of hard work”, marked Ilsur Metshin.

Substantial support in solving the problems of defrauded shareholders was the decree of the President of the RT, which made it possible to allocate a land plot to the investor, which compensates for its value by investing in the completion of problematic facilities. “We passed this way first and implemented this decree on the territory of Kazan”, said the Mayor. He thanked Azat Nigmatzyanov, the first deputy head of the Executive Committee, who said that the formation of the land base continues now to be transferred to investors ready to complete the problematic facilities.

Ilsur Metshin also noted that several objects are being prepared for delivery. So, according to the first deputy head of the Executive Committee, the last block “G” for 72 apartments in the house №1 of the residential complex “MChS” is being prepared for delivering now. In addition, construction and installation works are actively deployed at four more sites.

“Due to the absence of the bankruptcy commissioner, the work on facilities of the “Svey” was forcibly suspended. A new bankruptcy commissioner has been appointed and a solution has been found for the resumption of work on the house №4 along Chetaev Street for 136 apartments”, said Azat Nigmatzyanov and described the state of other problematic objects. In particular, the sources of funding are being formed around the house №5 of the RC “Molodezhny”. The project documentation is being prepared in the house №3 of the RC “MChS”, which will be applied then at the house №4 as a model.

There are 2 solutions at the house № 4 of the RC “Symphony”. According to the first deputy head of the Executive Committee, tenants can unite in building co-operatives or there will be a need to find the source of funding.

A register of interest-bearing creditors has been prepared in the residential building on Zaslonov Street, it will determine the amount of free assets.

Litigation continues in the residential building №6 in the block № 71A, where 19 floors instead of 9 were built.

A project organization, ready to develop a project that meets all standards, is involved in the house №3 of the 71A quarter.

According to A. Nigmatzyanov, in general, it is impossible to proceed to work at all sites due to a shortage of funds. Therefore, according to the decision taken at the meeting with the President of the RT, the objects for which the minimum amount of funds are required are the first to be completed. The main condition for the completion is the identification of funding sources, said the first deputy head of the Executive Committee. He also noted that, as expected, part of the costs will be covered by the identification of law enforcement agencies and the sale of assets of problem developers. A significant part of the funds might be found by the realization of free assets in unfinished houses. As an example, he cited houses №3 and №4 in the RC “MChS”, where the value of unrealized assets exceeds 1.5 billion rubles. “These assets are difficult to realize now. But I think that interest in them will increase with the renewal of construction”, said the reporter.
