I. Metshin: “It is important to correctly distribute forces within the framework of the “Buran” operation”

Ilsur Metshin, the Mayor of Kazan, inspected the night work of snow-removing machinery on the streets of the city within the framework of the plan “Buran”. The head of the city estimated the work at the crossroads of Kachalov and Shalyapin streets and instructed to increase the information of the residents so that the parked cars would not interfere with the clearing of the roadway.

By the evening, the snow shaft was formed on this site, the workers were preparing for the export of snow. Loaders, KamAZs, graders and other types of special equipment were used, part of the territory was cleared by hand. “Thea zone of visibility on the crossroads is being cleaned because this is the most dangerous one for transport”, said Igor Kulyazhev, the deputy head of the Executive Committee and the chairman of the Committee of External Improvement.

A warning sign was posted at the crossroads of Kachalov and Shalyapin streets asking to release the roadway for the period from 10 pm to 6 am. Usually, residents are informed about the upcoming cleaning in a few hours, however not all Kazan citizens respond to this appeal, according to Igor Kulyazhev. The workers complained about this problem, calling it the main reason for the untimely and poor-quality cleaning of snow.

I. Metshin has charged to strengthen work with the population. “We will not cope if we do not have the help and understanding of the population”, said the Mayor. “A big request to the Kazan citizens: if you hear that the machinery is working, get outside and move the cars from its way”.

The head of the city also examined the adjacent territories adjoining the site of the cleaned road. In the yard of the house №25 on Shalyapin Str., Iskander Giniyatullin, the deputy chairman of the Executive Committee and the chairman of the Housing Committee, told the Mayor that on February 5, garbage trucks could not leave their base for a long time due to snow debris. The Mayor urged the municipal services to keep working. “There garbage will take out itself. If we do not take it out until tomorrow, it will be not just snow but a garbage collapse. This would be a big problem, so we need to work here”.

In total, 932 units of special equipment were involved in the cleaning of Kazan streets on February 5, when a heavy snowfall hit the city. According to I. Kulyazhev, all necessary measures have already been taken to eliminate the effects of bad weather. Now it is important to schedule the work properly. “It is important to provide traffic along the main roads, in spite of the present weather, and there was not such a snow in Kazan for 140 years. The biggest problem is yards and settlements. It is necessary to properly distribute forces within the framework of the operation “Buran”, to take out the maximum amount of snow. We set ourselves the task of 20000 tons of snow”, concluded I. Metshin.

Evgeny Varakin, the head of the Office of the Kazan Executive Committee, Andrey Lobov, the head of the Vakhitovsky and Privolzhsky districts’ administration, and Rosa Zabbarova, the head of the MUP “Trust “Gorvozelenkhoz”, also took part in the meeting.

A heavy snowfall hit Kazan on the night of 4 to 5 of February, a monthly rate of snow fell. The plan “Buran” was launched, additional equipment was attracted. Urban public transport was involved fully, 100% of the rolling stock went to the roads. According to the weather forecast, the situation will be normal by the middle of the week.
