be organized in Kazan. This will improve the work quality and expand the scope
of information technology, said Ilsur Metshin, Mayor of Kazan, today on the
Business Monday.
The
creation of the center will be the next step after the internal optimization of
the rendering municipal services system, reported Radik Shafigullin, the deputy
head of the Kazan Executive Committee. He heads a working group, which included
the heads of structural units of the executive committee and experts.
“The main
attention in existing multifunctional centers is paid to the creation of a
convenient and comfortable environment for receiving and issuing documents. And
our task, first of all, is to restore order and optimize the internal processes
of the units’ structure, to create understandable and transparent mechanisms
for the provision of municipal services and only then create a single space for
receiving and issuing documents to applicants”, he explained.
10 units
are involved in the project to optimize the rendering municipal services
system, which provide 58 out of 91 municipal services and work closely with
each other. One of the most significant and demanded municipal services are
those in the field of architecture, urban planning, and land and property
relations. Therefore, the Committee of Land and Property Relations and the
Department of Architecture and Urban Planning, which account for almost half of
all provided municipal services, were chosen as a pilot structure.
The
rendering municipal services system will eventually go into electronic format.
For example, applications can be submitted through the website of the Kazan
Executive Committee and the State Services portal of the RT. However, the
majority of Kazan citizens are not ready to confine themselves to this form
yet, and therefore a single center of municipal services is needed.
A reception
will take place in the one-window mode by electronic queue with a flexible
schedule of work, and the call center will open. According to Radik
Shafigullin, several options are considered for placing the single center of
municipal services.
The Mayor
approved the decision to increase the hours of reception in the most usable
structures of the executive committee. “It is necessary to study the opinion of
consumers of municipal services through surveys and to change the reception
hours according to their requests”, said the Mayor.
Ilsur
Metshin instructed each branch of the Executive Committee to pay special
attention to the issue of optimizing the procedure for providing municipal
services. “Multifunctional centers in Kazan, Tatarstan, and in general in
Russia are not new. But they provide public services, and we are talking about
a center that will provide municipal ones. There is no such thing in the
municipalities, there is no one to learn from. But it’s not the first time for
us”, said the Mayor. “What was acceptable 10 years ago now is not enough. The
technologies are moving forward. What took weeks and even months now can be
done in a shorter time thanks to information technology. We must change
ourselves and our work in the interests of citizens”.
