December 13, Ekaterina Vislavskaya). Deputies of the Kazan City Duma during the
XXII session approved the budget of Kazan for 2018 and the planning period of
2019-2020. Ilsur Metshin, the Mayor of Kazan, noted that the social orientation
of the budget is preserved.
The budget
is formed due to improving the economic situation, said Irek Mukhametshin, the
head of the Financial Department of the Executive Committee. “In accordance
with all revenue sources, the current rates and tax benefits remain”, he said.
“In addition, the city has an additional norm of contributions for the personal
income tax of 1.7% for 2018, 1.8% – for 2019 and 1.9% – for 2020”.
According
to forecasts, the revenue side of the consolidated budget will amount to 21
billion 608 million rubles, which is 2 billion rubles more than expected in
2017. 83% of the total amount is accounted for by tax revenues. Most of the tax
revenues planned for the next year, 45%, will be a personal income tax in the
amount of 5 billion 252 million rubles. Then comes the land tax (29% of all tax
revenues or 3 billion 439 million rubles), and the tax on total income (18.6%
in the amount of 2 billion 175 million rubles).
The main
part of non-tax revenues of Kazan budget accounted for the use and sale of
municipal property (86%). A major source of revenue for the municipal treasury
is also financial assistance from the budget of the RT. It is expected that it
will reach 7 billion 577 million rubles in 2018.
Expenditure
budget will reach 21 billion 608 million rubles. The budget preserves the
social orientation: 75% of the expenditure falls on the socio-cultural sphere,
such as education, social policy, culture, youth policy, physical education and
sports, and health.
In 2019,
budget revenues are projected at 21 billion 643 million rubles, expenses are in
the same amount. For 2020, the amount of 21 billion 926 million rubles is
pledged for incomes and expenses.
“In total,
the budget for 2018 turned out to be quite severe but it takes into account the
realities of the present”, said Ilsur Metshin, the Mayor of Kazan. “All
socially significant and other expenses are planned in the budget, as always,
the social orientation of the budget has been preserved”.
