Ildar Shakirov: “The plan for seasonal trade in 2018 will be reduced by about a quarter”

(KZN.RU, December 4, Anton Nozdrin). In 2017, 639 places for placement of objects of seasonal trade were put up for auction in Kazan. As a result of 64 open auctions, 350 retail properties were realized, including 42 contracts for the placement of summer verandas were concluded. Ildar Shakirov, the deputy head of the Executive Committee, responsible for transport, economic development, and trade, reported this today at the Business Monday in the Kazan City Hall.

Shakirov noted that this year, electronic auctions were more dynamic, the number of participants increased, and entrepreneurs were able to prepare in advance for the start of seasonal trade. “The issue was announced in the media, meetings with entrepreneurs were held, on which innovations, conditions, and details of auctions, requirements for conducting business were explained, consultations and methodological assistance were provided to participate in the bidding”, noted the reporter.

The plan of the objects of seasonal trade was changed this year. “In the current year, considering the appeals of entrepreneurs, the number of categories of use has been increased to 23 ones”, said the deputy head of the Executive Committee. For the first time, auctions were held on the right to place seasonal objects in the city parks. In total, 39 paces were sold.

Shakirov noted that the plan of places for seasonal trade in 2017 included illegal points identified in the inventory of street trade last year. “Thus, those who used to work illegally and create illegal competition to bona fide businessmen, this year also acquired the right to place trading facilities from auctions”, noted the reporter. As a result of the inspections, it was found out that some commercial properties weren’t brought to the proper view, and their owners didn’t comply with the terms of the contract. According to the speaker, such entrepreneurs were warned. The contracts with those who didn’t eliminate faults were terminated.

In 2017, a special mobile group was formed as part of the month-long periods for the elimination of unauthorized trade. By results of its work, almost 1.5 thousand protocols were compiled and more than 1.2 thousand seizures were committed (goods, counters, tools, equipment related to the violation of the rules of trade). From January 1 to October 1, 5.5 thousand protocols for violation of street trade were made and sent to the Administrative Commission of Kazan.

Preparation for the upcoming season has already begun. Ildar Shakirov said that in connection with the organization of the fan zone at the Family Center “Kazan” during the championship, there will be no seasonal trade there. The number of points on the main routes of participants and guests of the World Cup will also decrease. This information was brought to entrepreneurs at a meeting in October this year. “The plan for seasonal trade in 2018 will be reduced by about a quarter”, said the deputy head of the Executive Committee.

Ilsur Metshin, the Mayor of Kazan, instructed to determine the exact date of auctions in the near future and to inform the entrepreneurs in advance. This will allow businessmen to prepare for the season, got acquainted with the security requirements during the World Cup.

The head of the city noted that the work on regulating seasonal trade has been going on for the fourth year and its main goal is to prevent unsanitary conditions and trade in overdue products. The Mayor instructed I. Shakirov to hold a series of meetings with businessmen in the directions and to listen to their wishes before the bidding.

I. Metshin reminded that thousands of fans will come to Kazan in the summer. “I would like to give them positive impressions. A seasonal trade is important in this matter. We expect from you a new level of organization of work and clear rules”, the head of the city addressed I. Shakirov.
