November 20, Mikhail Chentsov). New rules for placing outdoor advertising were
announced today in the Kazan Executive Committee during the staff meeting. The
term of contracting with entrepreneurs will increase to 10 years and payment
will be made on a new scheme, more profitable for participants of the
advertising market.
According
to Askar Bagautdinov, the head of the Office of Outdoor Advertising and
Information, the reduction of advertising structures by about 40% is planned in
Kazan, starting in 2018. This is necessary to improve the appearance of the
capital of the RT. So large-format advertising carriers will be gradually
removed from the central parts of the city. These transformations are carried
out within the framework of the new municipal program “Development of the
sphere of outdoor advertising and information on the territory of Kazan in
2018-2020”.
In his
report, A. Bagautdinov noted that a consistent reduction in advertising
inventory has already occurred in Kazan with more than 2.2 thousand units in
2006 to 1.34 thousand units by the results of trading in 2012 and 2016. It is
planned to significantly reduce the number of advertising constructions on the
streets Parin, Mavlyutov, Dekabristov, Tatarstan, Dostoevsky, Salimzhanov,
Nazarbaev, and the Orenburgsky Tract in a new scheme for their placement.
In the framework
of the new municipal program for the development of outdoor advertising, new
high-tech formats of advertising structures are introduced in the city: the
electronic digital surface, projection advertising, and communication signs.
According to A. Bagautdinov, about 150 out of 600 places of advertising
inventory will be with a digital surface.
Changes
will also affect the rules for the placement of outdoor advertising. The
contracts will be concluded for a period, twice as much as before. In addition,
the new payment principle will reduce financial risks for bidders.
Ilsur
Metshin, the Mayor of Kazan, noted the importance of reforms. “We have extended
the terms of the contracts to 10 years, softened the financial conditions.
First of all, this is our trust to market participants. For today,
constructive, equal relations, in accordance with the law are established
between the city and advertising agencies. They pay timely, respond to all
wishes. As a result, the number of illegal designs is minimized. This is a
standard business”, said the Mayor.
The head of
the city gave an order to notify all bidders about special conditions for
placing structures during the World Cup-2018 in Kazan. “Our colleagues should
be prepared for the fact that according to the regulations on the holding of
the World Cup, the organizing committee has the right to place its designs in
the hospitality zone. Initially, the bidding winners will need to know that the
structures can be used in the interests of the organizing committee for a
certain period”, said Ilsur Metshin.
In
conclusion, the Mayor of Kazan once again marked the main points that should
follow the bidding. “Over the past five years, no contract has been terminated.
The main principles that we adhere to during the bidding process are fairness,
legality, and competition, from which both the city and advertisers benefit”,
concluded the head of the capital of Tatarstan.
The
upcoming auctions in 2018 will be held in the form of an electronic auction,
which will ensure maximum competition and transparency and guarantees the
largest revenues to the city budget.
