I. Metshin: “I propose to come up with the initiative to create a federal overhaul program for utility networks”

Kazan together with other cities-members of the Association of Volga Region Cities of cities (AVC) must initiate proposals for the development of a program for the overhaul of engineering networks, similar to the federal program for overhauling housing. Ilsur Metshin, the Mayor of Kazan, expressed this opinion today at the XXI session of the Kazan City Duma.

Iskander Giniyatullin, the deputy head of the Kazan Executive Committee and the chairman of the Housing and Utilities Committee, reported at the session that the wear-out of engineering networks in the capital of Tatarstan is more than 60%. “The volume of incomplete repair doesn’t decrease at the current level of funding limited by tariffs. If the rates of replacement remain unchanged, the deterioration of networks is inevitable, which increases the risks of communal disasters”, said the chairman of the committee. I. Ginyatullin noted that a similar problem is typical for all major cities of the country, and its solution is possible at the federal level. “We must and can take the initiative to adopt a legislative act and become first in this matter”, marked I. Giniyatullin.

Ilsur Metshin supported the speaker and addressed the heads of the city-members of the AVC who took part in today's session. “We should jointly work out proposals for developing a program for the overhaul of utility networks in a similar program for housing funds and send them to federal agencies. We need to express greater adherence to principles and perseverance by submitting our proposals to the regional and federal authorities. We will continue to work. I ask the deputies of the City Duma and the State Council to take control of the solution of the problems we identified today”, marked Ilsur Metshin.

The subject of the development of housing and communal services and improving its quality in Kazan has become the main one at today's session. The heads of the cities-members of the Association of Volga Region Cities took part in the meeting. They arrived in the capital of the RT for the next exchange of practices in the area of housing and communal services as well. Today the common meeting of the AVC members was held at the City Hall.
