September 27, Alsu Safina). Today, the deputies at the XX session of the Kazan
City Duma discussed the modernization of the primary health care and the
further implementation of the project “Friendly polyclinic”.
Ilnur
Khalfiev, the head of the Health Department in Kazan of the Ministry of Health
of the RT, reported that today 91 medical institutions in the city, including
38 non-state forms of ownership participate in the implementation of the
Program of state guarantees of free medical care in the territory of the RT.
More than 13 thousand people work in healthcare facilities subordinate to the
Health Department, more than 3000 of whom are doctors and more than 6000 are
nurses.
Over a
year, the polyclinics of the city recorded more than 7 million visits, more
than 124 thousand hospitalizations in a 24-hour in-patient department and 37
thousand in a day hospital, and about 390 thousand calls for emergency medical
care.
Ilnur
Khalfiev reminded about the two-year republican program of the overhaul of the
primary care medical facilities. At the moment, the overhaul is being carried
out at 52 public health facilities, and work is also being done to design the
construction of a trauma center in the Privolzhsky and Sovetsky districts at
the territory of the city hospital №18. 1 billion 348.5 million rubles was
allocated from the budget of the republic.
The Mayor
of Kazan thanked the Government of the RT and Rustam Minnikhanov, the President
of the Republic, for the overhaul program. The head of the city noted that many
social programs are being implemented in Kazan: programs for the elimination of
dilapidated housing, social mortgages, the overhaul of schools, and the
construction of kindergartens. But the program for overhauling polyclinics is
particularly notable for its scale: 80% of Kazan citizens go to the primary
network for medical care.
I. Khalfiev
also spoke about the enlargement of a number of medical institutions. So, the
children of the village of Derbyshki, who are served in the city polyclinic №8,
will be registered to the children's city polyclinic №6. “This will give new
opportunities in terms of medical care”, he said.
Deputy
Marat Kagarmanov asked whether the principle of accessibility of medical care
for residents of Derbyshki would not be violated in this case. Deputy Fadbir
Safin also asked a similar question about the merger of the city polyclinic №3
in the Mirny settlement with the clinic of the medical university. Ilnur
Khalfiev said that the population's service will be preserved by the
local-territorial principle. Meetings were held with the population of the
settlements, during which the residents received all the answers to their
questions.
“People
will keep going to their local doctor and specialists who worked in polyclinics
near their house”, said the speaker. “But advisory and diagnostic service will
be improved”.
In addition
to the above-mentioned polyclinics, the changes will affect the city hospital
№16, which joins the veterans of wars hospital, as well as a number of other
medical institutions.
Deputy
Albina Kiyamova raised the question that city hospitals require overhauling. I.
Khalfiev noted that there is a desire to put all the health facilities in the
city in order, and this work is underway. As an example, he brought the city
hospital №18, where the surgery room has been fully reconstructed, the
modernization of the resuscitation unit is being continued, a project for the
reconstruction of the city hospital as a whole with the construction of a
reception and diagnostic department, and the opening of the vascular center.
Deputy
Rustam Ramazanov raised the issue of transport accessibility of medical
institutions, including in remote villages. Denis Kalinkin, the head of the
Executive Committee, reminded that a new route network of urban public
transport is being developed in Kazan together with the Scientific Research
Institute of Motor Transport (OAO “NIIAT”). And city residents can send their
proposals.
Particular
attention was paid to the project “Friendly polyclinic is Tatarstan standard”,
which was developed on behalf of the President of the RT to improve the
accessibility and quality of primary health care to the population.
“There is
no doubt that the overhaul will be done. We monitor the implementation of this
program on a weekly basis, but filling new clinics with new content is an
equally difficult and responsible task”, said I. Metshin.
The head of
the Health Department reminded that the project “Friendly polyclinic” was
implemented in the city polyclinic №18 in the pilot mode. Since October this
year, the republican project “Friendly polyclinic” will be gradually introduced
in all polyclinics in Kazan. The number of patients admitted here has increased
by 20%, and the availability of the record has increased by 30% during the time
in the pilot mode.
As a result
of the discussion, the deputies decided to apply to the Ministry of Health of
the RT with a request to take measures to improve the system of providing
primary health and hospital care to the Kazan population. In addition, the
deputies instructed the Executive Committee to take priority measures for
creating conditions for rendering medical assistance to the population in terms
of ensuring transport accessibility of health facilities, improvement of
adjacent territories, the inclusion of multi-apartment buildings, in which
public health institutions are located, and an overhaul program.
The
Standing Committee on Health Protection of Citizens and the Environment is
ordered to monitor the implementation of these tasks.
