(KZN.RU, September 4). A joint meeting of the Security Council of the RT and the Economic Council under the Cabinet of Ministers of the RT was held today in Kazan. Rustam Minnikhanov, the President of the RT, conducted the meeting.

The event was held in the Building of the Kazan Kremlin. Alexey Pesoshin, the prime minister of the RT, Farid Mukhametshin, the chairman of the State Council of the RT, Ilsur Metshin, the Mayor of Kazan, Airat Shafigullin, the secretary of the Security Council of the RT, as well as permanent members of the Security Council and Economic Council under the Cabinet of Ministers of the RT, heads of ministries, supervisory structures, heads of municipalities, heads of enterprises and organizations took part in it.

Representatives of the media were invited to the meeting. The issue “On measures to improve the investment climate in the RT and reduce the administrative pressure on business” was on the agenda.

“There is a clear understanding in the republic that attracting investments is a guarantee of our development, and we are successfully moving in this way”, said Rustam Minnikhanov. “We are implementing measures to facilitate the procedures for connecting investors to the engineering infrastructure. We shorten the terms for issuing permits and registration. We develop a system of providing state services on the principle of “one window”, We pay attention to support of small business. All this gives a positive result. At the same time, there are still problems in these spheres”.

But a number of indicators require additional attention, despite the fact that Tatarstan is the leader among the subjects of the Russian Federation for three years, according to the National Rating of the Investment Climate in the Subjects of the RF.

The increase in the share of companies, faced with cases of pressure from the authorities or natural monopolies, is of particular concern, according to the President of the RT.

Rustam Minnikhanov noted that more than 2 million requirements are in force in Russia, according to expert estimates. According to the Higher School of Economics, the state's cost of control measures is 1.5% of GDP, and the load on businesses from meeting excesses requirements is up to 6% of GDP.

Measures are needed for improving the conditions for doing business, especially in terms of reducing administrative barriers, eliminating excess pressure on business. Rustam Minnikhanov marked that this problem is typical both for the republic and for the country as a whole.

He further reminded that the Plan of Measures to Improve Control and Oversight Activities for 2016-2017 was adopted in Russia. This document is aimed at making control smart, more qualitative, improve the safety of society, and, on the other hand, reduce the burden on entrepreneurs.

“At the meeting on investment projects, Vladimir Putin, the President of the Russian Federation, instructed the Government and the General Prosecutor's Office to work out the issue of limiting the number of unscheduled inspections to 30% of the planned by December 1 of this year”, said Rustam Minnikhanov. “In addition, the Government, the General Prosecutor's Office, and the Supreme Court were instructed to protect citizens, suspected and accused of economic crimes, from being held in custody. It is supposed to limit the extension of the arrest by law if there are no active investigative actions in the criminal case, and to strengthen procedural and judicial control over business cases”.

Rustam Minnikhanov marked that the implementation of these instructions on the territory of the republic, as well as the overall overviewing the progress of the control and supervision activities, should be under the untiring control of the prosecutor's office.

The President of Tatarstan also reminded that the main purpose of today's meeting is to take measures, aimed at improving the quality of the business environment, including the elimination of unreasonable and excessive pressure on business and the reduction of administrative barriers.
