August 25, Irina Smirnova). Ilsur Metshin, the Mayor of Kazan, held a meeting
of the city anti-terrorist commission today. Denis Kalinkin, the head of the
Kazan Executive Committee, Sergey Shchelokov, the deputy head of the Federal
Security Service Directorate of the RF for the RT, representatives of the
committees and offices of the Executive Committee, transport enterprises,
management organizations, the prosecutor's office, the Ministry of Internal
Affairs, the Internal Affairs Directorate, the Ministry of Emergencies, and
other structures attended the meeting. The participants discussed additional
measures to ensure anti-terrorist security during the preparation and holding
of events, dedicated to the Day of the City and the Republic, the Knowledge
Day, and the Kurban Bayram.
“Security
measures stand in the first place when carrying out large-scale celebrations.
There should be no mistakes and miscalculations. Many festive events will be
held in Kazan, their holding without any incidents is a priority”, said the Mayor
of Kazan.
Azat
Abzalov, the head of the Kazan Department of Culture, reminded the main events
that will be held within the framework of celebrating the Day of the City and
the Republic of Tatarstan.
According
to Igor Kulyazhev, the deputy head of the Executive Committee and the chairman
of the Committee for External Improvement, on August 26 and 30, heavy equipment
will be placed as protective anti-ramming devices in areas where mass events
are held to block the routes.
Ilsur
Metshin, the Mayor of Kazan, noted that the capital of the RT is a major
cultural and tourist center where large-scale sports and other mass events are
regularly held, requiring increased security measures. “This forces us to take
additional measures to limit the traffic movement and access of extraneous
transport”, marked the head of the city.
Alexey
Sokolov, the head of the MIA of the RF for Kazan, also added that the increase
in the density of police troops in places of mass stay of people will be
provided on public holidays. “Before the start of the events, the places will
be guarded by barriers, examined using technical means and service dogs for the
presence of explosives. The inspection will be organized using stationary and
manual metal detectors to prevent the passage of prohibited items”, said A.
Sokolov. It is planned to involve more than 1 thousand employees of the
Internal Affairs Directorate for security on August 30.
Similar
security measures will be taken on the day of the Kurban Bayram. “Festive
prayers will be held in 64 mosques. According to preliminary estimates, more
than 30 thousand citizens will take part in them”, said the head of the MIA of
the RF for Kazan. It is planned to involve more than 200 employees of the Kazan
garrison to ensure security on the day of the festive events. Ilnur Shakirov,
the head of the department for the languages development and interaction with
public organizations of the Executive Committee, said that the festive namaz in
Kazan mosques will start at 4.30 am. After that, the rite of the animals’
slaughter will begin, which will take place from 1 to 3 of September.
Ilsur
Khadiullin, the head of the Education Department, reported on the main
organizational events, dedicated to the anti-terrorist orientation in
educational institutions. He said that all educational institutions are
provided with night security, video surveillance system, and all kindergartens
– with access control systems. Rifat Khannanov, the head of the Information Technology
and Communications Department, added that all video surveillance systems will
be digitized by the end of the year, and archiving for all sites will be at
least 30 days.
Automatic
fire alarm systems and voice notification of the Ministry of Emergency
Situations have been installed in all educational institutions, said I.
Khadiullin.
From August
14 to September 20, a month of child safety is being held. During the school
year, activities will be held within the framework of the municipal program for
the prevention of terrorism and extremism for 2016-2020. “Instruction of
pedagogical and technical staff was conducted in educational institutions. The
access control and the monitoring of the vehicles departure on the territory of
educational institutions were strengthened”, said I. Khadiullin.
Round
tables on interethnic and interdenominational relations, creative competitions
among students, and doors open day are organized in schools within a themed
month. From September 2 to October 2, a month dedicated to the “Day of
Solidarity and the Fight against Terrorism” is planned in the educational
organizations of the city. On September 4, there will be a joint lesson,
lineups, and meetings dedicated to the Day of Remembrance of the Beslan
tragedy. From September 15 to October 15, the month “No to Extremism!” will
take place. “Work on the prevention of manifestations of terrorism and
extremism is ongoing”, added I. Khadiullin.
He also
spoke about the readiness of schools to hold the Day of Knowledge. Alexey
Sokolov added that more than 2 thousand police officers will be employed to
ensure law and order in 214 educational institutions of the city on September
1.
The Mayor
of Kazan instructed to take all possible measures to ensure safety during the
Day of Knowledge. “Our schools should remain the safest place throughout the
school year. Ensuring the safety of citizens is our common task and
responsibility”, said the head of the city, addressing the audience. The Mayor
instructed all responsible departments to further work out all issues related
to security. “Kazan is and must remain a safe and comfortable city”, concluded
