June 29, Alsu Safina). Today, Ilsur Metshin, the Mayor of Kazan, inspected the
RCH-1 boiler room that was renovated last year. During the inspection, the
Mayor was told about the preparations for the upcoming heating season. The
works are on schedule and should be completed by September.
The boiler
room appeared in 1976, during the construction of the RCH and the CRCH. During
this period, it was reconstructed twice. Rustam Abdulkhakov, the general
director of the AO “Kazenergo”, said that it was possible to completely
re-equip of the boiler room. So, the cauldrons have been completely replaced.
The capacity of the boiler room increased by 5 Gcal/hour, from 20 to 25 Gcal/h.
At the same time, the efficiency of the present boilers is higher than the
previous ones: it is 93%.
During the
reconstruction, pumps were also replaced, and new frequency converters were
installed to electric motors of pumping equipment, smoke exhausters, and blowers.
And although the power of the boiler room has increased, the consumption of
electricity has decreased by 30%.
During the
inspection of the boiler room, R. Abdulkhakov drew attention to the fact that
earlier 4 boilers, in which the chemical treatment of water was conducted,
occupied a large area in the room. Now all equipment is more compact, modern,
and automated, and of domestic production. Among other things, the
reconstruction allowed optimizing the number of operators working there from 8
to 4.
The Mayor
of Kazan asked what facilities depend on the operation of this boiler room. The
general director of the AO “Kazenergo” noted that in addition to the RCH and
the CRCH, it is also the micro-district “Solnechnyy Gorod”. He also explained
that the boiler room operates in a unified network with two more: the RCH-2 and
the Orenburgsky highway, №130. “We have 100 percent reliability. So even if one
of the boiler room is disabled, the capacities of the other two allows full
covering”, said Rustam Abdulkhakov.
The cost of
all works on the reconstruction was about 35 million rubles. R. Abdulkhakov
explained that 30 million rubles were allocated by the GISU as part of the
technical connection to the perinatal center, which was opened in the territory
of the RCH in autumn 2016. Boilers and related equipment were replaced by these
funds. “We added 5 million rubles ourselves to fix the facades, made pavement,
re-cover the roof that was leaking, and landscaped the adjacent territory”, he
said.
Iskander
Giniyatullin, the deputy head of the Executive Committee and the chairman of
the Committee for Housing and Communal Services, reported to the Mayor that
every year, the “Kazenergo” modernizes 4-5 boiler rooms. In total, the company
has 126 boiler rooms, about 30% of them are similar to the RCH-1 in terms of
technical characteristics.
The Mayor
of Kazan asked I. Giniyatullin how the city is preparing for the heating
season. The chairman of the Committee said that all the works are on schedule.
In particular, pressure testing and washing of internal networks were carried
out in 47% of residential buildings. More than 20% of social facilities and
budgetary institutions have passed through planned inspection. “Modernization
of boiler rooms and repair of heating networks of the “Kazenergo” is at 40% of
the total plan”, he said.
Ilsur
Metshin clarified whether the norms are observed, according to which the
canceling of hot water should not exceed 3 weeks. “These terms are maintained,
we are watching over it. If necessary, administrative measures are taken, the
supervisory authorities issue orders”, assured I. Giniyatullin.
According
to him, since the heating season usually begins in the third decade of
September, the readiness for it must be fully secured by September 1. The Mayor
of Kazan instructed to keep the preparation for the new heating season under
control and noted the importance of completing the works on time.
